Lucknow: Uttar Pradesh has emerged as the best-performing major state in India in securing convictions in cases related to crimes against women, achieving a remarkable 76.6 percent conviction rate in 2024, according to the latest Crime in India 2024 report released by the National Crime Records Bureau (NCRB).
The achievement highlights the effectiveness of Chief Minister Yogi Adityanath’s zero-tolerance approach toward crime and the state’s efforts to ensure swift and effective justice for women.
UP Model Sets New Standard for Good Governance
Officials say the “Uttar Pradesh Model” focuses on creating fear of law among offenders while strengthening investigation, prosecution and fast-track adjudication.
Key initiatives credited for the high conviction rate include:
- Anti-Romeo Squads
- Special fast-track courts
- Strengthened prosecution system
- Digital complaint registration and monitoring
- Strict law-and-order enforcement
Together, these measures have helped Uttar Pradesh establish a new benchmark in women’s safety and criminal justice delivery.
Highest Conviction Rate in Crimes Against Women
According to NCRB data:
- Total cases involving crimes against women listed in Uttar Pradesh courts in 2024: 3,52,664
- Cases in which hearings were completed: 27,639
- Cases resulting in conviction: 21,169
- Conviction rate: 76.6%
This is the highest conviction rate among major states in the country in this category.
Overall Crime Rate Lower Than National Average
Despite being India’s most populous state, Uttar Pradesh recorded a significantly lower crime rate than the national average.

Uttar Pradesh ranked 18th among all states and Union Territories in terms of total registered crimes under the Bharatiya Nyaya Sanhita and the former Indian Penal Code categories.
Share of National Crime Lower Than Share of Population
Across India, 35,44,608 criminal cases were registered in 2024. Uttar Pradesh accounted for 4,30,552 cases, representing 12.14 percent of the national total, even though the state accounts for approximately 17 percent of India’s population.
Officials say this demonstrates relatively better law and order performance when adjusted for population size.
Sharp Decline in Major Crimes
The NCRB report and police analysis indicate a decline in several serious offences, including:
- Crimes against women
- Dacoity
- Robbery
- Theft
- Kidnapping
Kidnapping cases reportedly fell from 14,272 in 2023 to 5,306 in 2024, marking a decline of 62.8 percent.

DGP Rajiv Krishna Highlights Transparent Policing
DGP Krishna, an IPS officer of 1991 batch, said that higher FIR registration should not be interpreted negatively.
According to him, increased FIR registration reflects a more responsive and accountable police force, with complaints being accepted through digital platforms and acted upon promptly.
He noted that Uttar Pradesh’s overall crime rate declined from 181.3 in 2023 to 180.2 in 2024.
Areas of Concern: Dowry Deaths Remain High
Despite improvements in several categories, the NCRB report identified dowry deaths as a continuing challenge in the state.

- National average: 0.8
Uttar Pradesh recorded the highest rate in this category, indicating that focused intervention is still required.
