Dehradun: Uttarakhand is preparing a major expansion of its micro, small and medium enterprise (MSME) ecosystem, with around 4,000 acres of industrial land to be made available for new units in Haridwar, Udham Singh Nagar and Dehradun.
The Industries Department has prepared a roadmap to connect the state’s 96,410 MSME units more effectively with production and export opportunities. The plan focuses on faster land allotment, infrastructure development, financial support and timely approvals for new industries.
MSMEs at the Centre of Uttarakhand’s Industrial Push
The state is focusing on sectors such as aroma, electronics, plastics and startups, where dedicated industrial infrastructure can help businesses expand.
The government expects the availability of industrial land and supporting facilities to make it easier for entrepreneurs to establish new units. Faster approvals and access to basic infrastructure could also reduce delays in setting up businesses.
For existing MSMEs, the broader focus on production and exports is intended to improve competitiveness and create opportunities to enter larger domestic and international markets.

Industrial Parks Expand Across Key Locations
Uttarakhand is developing several specialised industrial parks, including the 41-acre Aroma Park in Kashipur, where 36 plots have been allotted.
An Electronic Manufacturing Cluster is being developed across 3,000 acres, while a 40-acre Plastic Park in Sitarganj has allotted 46 plots and includes testing, training, warehousing and recycling facilities.
Flatted Factories and New Industrial Estate
To support startups and entrepreneurs with limited capital, flatted factories are being developed in Haridwar, Pantnagar and Selaqui.
The concept allows multiple businesses to operate in a multi-storey industrial facility, potentially reducing the initial infrastructure burden for smaller enterprises. A multi-storey building in Haridwar has already been completed and is expected to accommodate around 40 to 60 industries.
Meanwhile, a new 80-acre industrial estate at Khanpur in Haridwar is under construction. Around 200 MSME units are expected to receive space there once the development progresses.
₹50,000 Crore Investment and 1 Lakh Jobs
The government aims to attract ₹50,000 crore in investment and create 1 lakh jobs within two years, driven by industrial expansion, manufacturing and startups.
Achieving these targets will depend on timely land allotment, infrastructure development, investment mobilisation and the start of new industrial units.
SIDCUL to Drive Industrial Infrastructure
MSME Minister Bharat Singh Chaudhary said SIDCUL is developing specialised industrial parks and modern infrastructure in Kashipur, Sitarganj, Haridwar, Pantnagar and Selaqui to attract investment and create jobs.
The initiative aims to strengthen Uttarakhand’s MSME ecosystem by supporting startups, industrial growth, market access and exports, while creating more local employment.
