Karthikeyan Pandian (VK Pandian)has once again drawn international attention after visiting earthquake-hit regions of Venezuela at the invitation of the Venezuelan government. During his visit, Pandian met President Delcy Rodríguez, toured affected areas, interacted with survivors and emergency responders, and shared Odisha’s globally acclaimed disaster management practices, particularly its “zero-casualty” approach during cyclones and natural disasters.
The visit highlights how Odisha’s disaster preparedness model continues to be recognised internationally for its efficient rescue, evacuation, rehabilitation, and long-term recovery mechanisms.
Pandian Meets Venezuelan President Delcy Rodríguez
During his visit, VK Pandian held detailed discussions with Venezuelan President Delcy Rodríguez, focusing on strategies to improve disaster preparedness, emergency response, rehabilitation, and post-disaster reconstruction.

Who is VK Pandian?
V. Karthikeyan Pandian is a 2000-batch IAS officer of the Odisha cadre who emerged as one of Odisha’s most influential bureaucrats before taking voluntary retirement from service in 2023.
Born on 29 May 1974 in Madurai, Tamil Nadu, Pandian completed his B.Sc. in Agriculture from the Agricultural College and Research Institute, Madurai, before earning an M.Sc. in Plant Physiology from the prestigious Indian Agricultural Research Institute (IARI), New Delhi.
An accomplished athlete during his student years at the Neyveli Sports Hostel, Pandian later cleared the UPSC Civil Services Examination and joined the Indian Administrative Service.
Early Administrative Career
Pandian began his IAS career in Odisha shortly after the devastating 1999 Super Cyclone.
His early assignments included serving as:
- Sub-Collector, Dharamgarh (Kalahandi)
- Additional District Magistrate, Rourkela
- Collector & District Magistrate, Mayurbhanj
- Collector & District Magistrate, Ganjam
During these postings, he earned recognition for several administrative innovations.
In Mayurbhanj, he introduced India’s first Single Window System for Persons with Disabilities, which later received a National Award from the President of India.
In Ganjam, he pioneered direct bank transfers of wages for MGNREGA workers—an initiative that was later replicated nationally.
Rise in the Chief Minister’s Office
In 2011, then Odisha Chief Minister Naveen Patnaik appointed Pandian as his Private Secretary.
Over the next twelve years, Pandian became one of the most influential bureaucrats in the state, overseeing major governance reforms and infrastructure initiatives.

He formally joined the Biju Janata Dal (BJD) in November 2023 and became one of the party’s principal strategists for the 2024 Assembly and Lok Sabha elections.
Exit from Active Politics
Following the BJD’s defeat in the 2024 Odisha Assembly elections, Pandian accepted responsibility for the party’s performance.
In June 2024, he announced his complete withdrawal from active politics, stating that he would no longer participate in political activities.
Since then, he has largely remained away from public political engagements.
