Anshul Kumar is a 2016-batch Indian Administrative Service officer of the Bihar cadre, currently serving as the District Magistrate of Purnia since June 2025. An engineering graduate in Electrical Engineering from Motilal Nehru National Institute of Technology, he secured All India Rank 293 in the UPSC Civil Services Examination 2015 in his fourth attempt. He had also qualified the Indian Forest Service the same year with Rank 97. Originally from Kanpur and raised in Ghaziabad, he began his professional journey as an excise inspector after clearing the SSC examination in 2014, before eventually entering the IAS. Known for his field-oriented approach, he has previously served as District Magistrate of Banka and has been recognised for innovations in election management and grassroots governance.
Origins of Aspiration
In the vast and often impersonal machinery of India’s bureaucracy, the story of Anshul Kumar feels refreshingly grounded. It is not a story of instant success, but of patience, setbacks, and steady progress. From appearing in the UPSC examination without preparation to leading one of Bihar’s best-performing districts in election management, his journey is an example, that how governance is being practiced at the district level- quietly, consistently, and with a strong human touch.
Born in Kanpur and raised in Ghaziabad, Anshul Kumar grew up in a modest government household where ambition was simple but steady. His father, a labour department employee, held on to a quiet dream- that his son would one day become an IAS officer.

It wasn’t a dream built on privilege, but on belief. And for Anshul, that belief became a guiding force, even when results didn’t come easy.
After completing his Electrical Engineering from Motilal Nehru National Institute of Technology- Prayagraj, he appeared for the UPSC Civil Services Examination in 2012. The first attempt came right after graduation, without much preparation, and ended in failure. But instead of closing the chapter, it marked the beginning of a longer journey.
The Discipline of Persistence & Learning through Failure
The years that followed were not about overnight success. They were about learning, adjusting, and staying the course.
When the first few attempts did not work out, Anshul chose not to give up. In 2014, he cleared the SSC examination and joined as an excise inspector. It gave him stability, but not satisfaction. The larger goal was still in place.
Balancing a full-time job with UPSC preparation is never easy, but he continued with focus. In 2015, in his fourth attempt, things finally fell into place. He secured All India Rank 293 in the Civil Services Examination. In the same year, he also cleared the Indian Forest Service with Rank 97.
This success wasn’t sudden, it was built step by step, with each failure teaching him something new.
A Practical Approach to Preparation
Anshul Kumar’s preparation strategy was simple and grounded. At a time when aspirants often get lost in too many books and sources, he kept his approach limited and focused.
He began with NCERTs and standard books, and instead of constantly adding new material, he focused on revising what he had already studied. He made his own notes by combining information from different sources, which helped him build clarity over time.
One of his key techniques was making short, crisp notes for revision. These helped him in the final stages, especially when time was limited.
He also understood that consistency doesn’t mean forcing long study hours every day. On days when focus was low, he would shift to lighter tasks like reading newspapers. This helped him stay connected with preparation without feeling overwhelmed.
Importantly, he worked on his weaknesses. In earlier attempts, he struggled with answer writing, time management, and completing papers on time. By focusing on these areas, especially practising answers and essays, he was able to improve significantly.
His optional subject was Public Administration, which also complemented his understanding of governance later on.
From Training to Ground: Finding Administrative Identity
As a 2016-batch IAS officer of the Bihar cadre, Anshul Kumar began his administrative journey like most officers, with training and early field postings. But it was his tenure in Banka that truly shaped his identity as an administrator.
In Banka, he showed that good governance is not always about having more resources, but about using what is available more effectively. His conduct of elections in the 2024 General Election, at the lowest cost in the State, earned him the Best Electoral Practices Award.
But beyond efficiency, Banka brought out a more personal side of his work.
When Experience Becomes Policy: The Banka E-Library
The idea of setting up an e-library for aspirants in Banka came from his own journey. Having struggled with limited resources during his preparation days, he understood what students in smaller districts go through.
The e-library, set up in RMK Vidyalaya, was designed as a complete study space. It offered digital resources, newspapers, computers, Wi-Fi, and a comfortable environment to study.
What made it special was his personal involvement. He would visit the library, interact with students, and guide them whenever possible. Even after his transfer, the system continued, with officials regularly monitoring the facility.
Today, the library serves dozens of students every day. It stands as a reminder that small, thoughtful interventions can make a lasting difference.
Purnea: Taking Governance to the Next Level
In June 2025, Anshul Kumar took charge as District Magistrate of Purnea. The role brought new challenges and a larger canvas.
During the 2025 Bihar Legislative Assembly elections, his leadership came into sharp focus. Purnia recorded a voter turnout of 76.61 percent, placing it among the top districts in the state. The Kasba constituency stood out with an impressive turnout of 81.97 percent, the highest in Bihar.
These results did not happen by chance. They were the outcome of careful planning, strong coordination, and consistent engagement with voters at every level.
National Recognition for Ground-Level Work
Purnia’s administrative performance found national acknowledgment at the 16th National Voters’ Day in 2026, where the district was conferred the Best Election District Award by the Election Commission of India. The recognition was not merely ceremonial, rather it showcased a sustained and well-executed effort in strengthening the credibility of the electoral process at the grassroots.
Under the DM Anshul Kumar, Purnia distinguished itself across multiple dimensions of election management. From improving voter awareness and ensuring higher participation to streamlining polling logistics and strengthening booth-level preparedness, the district demonstrated a level of coordination that is often difficult to achieve in large-scale democratic exercises. Special emphasis was placed on inclusive participation, ensuring that first-time voters, women, and remote populations were effectively brought into the electoral fold.
The award is the result of meticulous planning and on-ground execution, areas where district administrations play a decisive role. In Purnea’s case, it was the seamless collaboration between civil administration, security agencies, and field officials that ensured a smooth, transparent, and efficient electoral process.
More importantly, this recognition serves as a reminder that the strength of India’s democracy ultimately rests on the quality of its local administration. When leadership at the district level is both proactive and responsive, it not only improves electoral outcomes but also deepens public trust in democratic institutions.
Leading from the Front: Governance Beyond Files
Despite administrative responsibilities, Anshul Kumar continues to stay connected with the ground. Whether interacting with farmers, street vendors, or local traders, he makes it a point to understand issues firsthand.
In Lokhra village of Purnea, during a crop-cutting exercise, he was seen harvesting wheat alongside farmers. It was not just a symbolic act, it helped him understand agricultural realities directly.
His conversations with farmers often include discussions on better farming methods and opportunities like makhana cultivation, which can improve incomes in the region.
A Grounded Model of Governance
The journey of Anshul Kumar, from an unprepared first attempt in 2012 to becoming a district magistrate delivering nationally recognised outcomes, offers an important lesson.
Good governance is not just about policies or authority. It is about understanding people, learning from experience, and staying committed over time.
In districts like Banka and Purnea, this approach is already visible, not in dramatic announcements, but in systems that work better and people who feel more supported.
