New Delhi: Hindustan Urvarak & Rasayan Limited (HURL) has signed a Memorandum of Understanding (MoU) with Muskaan-PAEPID to support the expansion of its existing campus and strengthen purpose-built facilities for Persons with Intellectual and Developmental Disabilities (PwIDDs).
The initiative will expand the available infrastructure at the campus and support Muskaan-PAEPID in providing a wider range of programmes and services aimed at improving opportunities, independence and inclusion for PwIDDs.
HURL-M Muskaan-PAEPID MoU for Campus Expansion
Under the partnership, HURL will support the expansion of Muskaan-PAEPID’s existing campus with approximately 8,611 sq. ft. of additional infrastructure.
The proposed expansion will comprise:
- 2nd Floor
- Terrace Floor
- Civil works
- Electrical systems
- Plumbing facilities
- Sanitation systems
- Fire-safety systems
The additional infrastructure is planned to strengthen the organisation’s purpose-built facilities and create a more suitable environment for its programmes.

Expanded Infrastructure to Strengthen PwIDD Services
The additional space is expected to enhance Muskaan-PAEPID’s capacity to provide services and programmes for Persons with Intellectual and Developmental Disabilities.
The expanded campus will support activities including:
- Training programmes
- Employment support
- Rehabilitation therapy
- Assisted living
- Capacity-building programmes
The infrastructure expansion will provide additional space for these activities and support the organisation’s efforts to create greater opportunities for PwIDDs.
Partnership Focuses on Inclusion and Independence
The HURL-Muskaan-PAEPID partnership goes beyond the creation of physical infrastructure. The initiative is aimed at strengthening facilities that can support PwIDDs in developing skills, accessing employment opportunities and receiving rehabilitation and assisted-living support.
By supporting the expansion of purpose-built facilities, the initiative seeks to contribute to greater dignity, independence and inclusion for Persons with Intellectual and Developmental Disabilities.
HURL’s CSR and Social Development Initiative
The MoU reflects HURL’s focus on supporting initiatives that contribute to social development and community welfare.
The campus expansion will provide additional infrastructure for Muskaan-PAEPID and strengthen its ability to deliver specialised programmes for PwIDDs. The initiative also highlights the role of public-sector enterprises in supporting inclusive development through partnerships with social organisations.
