At a time when governance demands both experience and foresight, Meghalaya’s administrative machinery is being steered by a civil servant who brings nearly three decades of institutional wisdom to the table. Dr. Shakeel P. Ahammed, a 1995-batch IAS officer of the Assam–Meghalaya cadre, is currently serving as the Chief Secretary of Meghalaya, the highest bureaucratic position in the state. Known for his calm demeanour, methodical approach, and deep understanding of the state’s systems, Dr. Ahammed’s leadership reflects continuity, stability, and quiet efficiency.

A CAREER SHAPED BY SERVICE AND SCHOLARSHIP

Born on November 12, 1966, Dr. Shakeel P. Ahammed combines professional depth with academic diversity. He holds a Bachelor of Homoeopathic Medicine and Surgery (B.H.M.S.) from Calicut University and a Master of Health Systems Administration (M.H.S.A.), an uncommon blend that allows him to approach governance through both human and systemic lenses.

Fluent in English, Hindi, and Malayalam, Dr. Ahammed has handled assignments that demanded coordination across departments, institutions, and stakeholders.

THE PATH TO CHIEF SECRETARY

Before taking charge as Chief Secretary, Dr. Ahammed served as Additional Chief Secretary, overseeing key departments such as Home, Water Resources, and Corporate Social Responsibility. He also held the crucial position of Chairman, Board of Revenue, Government of Meghalaya, managing land and revenue administration – areas central to governance and public trust.

Upon assuming office as Chief Secretary, he also took on the responsibility of State Vigilance Commissioner, strengthening oversight and reinforcing the government’s commitment to administrative integrity. His tenure is set to continue till November 2026, ensuring continuity in leadership during a crucial phase of the state’s development.

DEEP FAMILIARITY WITH MEGHALAYA’S SYSTEMS

Dr. Ahammed’s long association with Meghalaya has given him a nuanced understanding of the state’s governance architecture. Over the years, he has served as Principal Secretary and Secretary to the Governor of Meghalaya, roles that exposed him to both executive decision-making and constitutional processes.

This depth of experience made his elevation to the top bureaucratic post a logical step, rather than a sudden transition.

DRIVING DEVELOPMENT WITH CLARITY

As Chief Secretary, Dr. Ahammed has underlined the importance of aligning administrative efforts with the long-term development vision extending up to 2032, articulated by Chief Minister Conrad K. Sangma. He has emphasised accelerating implementation while maintaining institutional discipline.

“As one of the senior members of the team, I will try to guide it faster, quicker, and better within my capacity,” he has said, reflecting a leadership style rooted in teamwork rather than hierarchy.

FOCUS ON EMPLOYMENT AND WORK CULTURE

Dr. Ahammed has pointed to finance-linked sectors such as fintech and accounting as emerging areas for employment generation in Meghalaya. He has stressed that sector-specific planning and focused reviews are key to unlocking opportunities for the state’s youth.

Equally, he has described Meghalaya as a conducive place to work, where objectives are clearly defined and governance is moving towards outcome-oriented delivery, ensuring policies translate into real benefits on the ground.

A QUIET, CONSISTENT LEADER

With his experience, institutional memory, and understated leadership style, Dr. Shakeel P. Ahammed continues to play a pivotal role as Chief Secretary of Meghalaya, guiding the state’s administration with steadiness, clarity, and a long-term vision focused on delivery and results.
