IPS Pinak Mishra, a 2011 batch officer of the Odisha cadre, currently serves as the Superintendent of Police (SP) in Puri – a district renowned worldwide for the Shri Jagannath Temple, a revered pilgrimage destination attracting millions of devotees annually. With the increasing number of visitors from across India, managing the crowds and ensuring a smooth darshan (viewing) experience for the devotees has become an increasingly complex challenge.

Mr Mishra’s mission is to transform this experience by integrating advanced technology with traditional practices to enhance safety, streamline crowd management, and improve overall service delivery.

The Challenge of Managing Puri’s Pilgrimage Crowd

The Shri Jagannath Temple is not only a spiritual center but also a cultural heritage site with centuries-old rituals and traditions. Managing the vast influx of devotees – often running into lakhs daily during peak seasons – poses unique challenges. The temple’s complex rituals and the sacred atmosphere make it difficult to modernize processes without disturbing the sanctity of worship.

As Mishra explains, “In Puri, where lakhs of devotees come to have darshan of Lord Jagannath, the number of visitors from other states has grown exponentially over the years. Now, we’re working to leverage technology to manage this better.”

Technology as a Game-Changer in Pilgrimage Management

Understanding the sensitivity and complexity of the temple operations, Mishra and his team are pioneering a tech-driven approach to crowd and crime management. Leveraging tools such as artificial intelligence (AI) and crowd mapping technologies, they aim to optimize the flow of visitors, minimize waiting times, and enhance safety for all.

“Technology becomes a great enabler,” Mishra remarks. “We’re using tools like crowd mapping and artificial intelligence to manage the flow of people more effectively.” This approach not only improves the darshan experience but also strengthens crime prevention and emergency response capabilities.

Collaborative Efforts with Shri Jagannath Temple Administration (SJTA)

The initiative is a joint effort with the Shri Jagannath Temple Administration (SJTA), who were promptly informed and engaged in discussions about integrating advanced technology into temple management. An Expression of Interest (EOI) has been floated to identify technical solutions for this purpose.

The EOI outlines plans to install cameras at strategic points across the temple complex – approximately 13 to 14 locations including the four main entrances, ‘gumutas’ (chambers), ‘baisi pahacha’, ‘sata pahacha’, and various staging areas. These cameras will feed real-time digital data to the control rooms, enabling better monitoring and crowd control.

Innovative Features: AI and Mobile Detection

A particularly innovative feature of the technology is the use of AI to detect individuals carrying mobile phones within the temple premises, an important security measure given the temple’s strict rules on electronic devices in certain areas. This will help maintain sanctity while ensuring no unauthorized recordings or disruptions occur.

This technological framework aims to provide instant digital information on how many devotees have entered the temple and how many are still waiting, allowing the authorities to manage queues more efficiently and prevent overcrowding.

Ensuring Safety and Smooth Darshan: The Way Forward

Mr Mishra has also coordinated with the district Collector and other officials to finalize safety and crowd management protocols using these advanced technologies. He emphasizes the importance of balancing faith, heritage, and public safety, stating that with the right tools and vision, the challenge can be met successfully.

The new system promises a safer pilgrimage experience, orderly darshan, and enhanced crime control — all while preserving the temple’s spiritual atmosphere.

IPS Mishra’s initiative in Puri represents a thoughtful blend of tradition and technology, setting a benchmark for managing large-scale religious tourism in India. By harnessing the power of AI and digital tools, the Shri Jagannath Temple administration is poised to offer millions of devotees a seamless and secure pilgrimage experience, ensuring that faith and heritage continue to thrive in the modern age.
