New Delhi: In a significant boost to the police leadership structure of the Union Territories and Delhi Police, President Droupadi Murmu has approved the appointment of 13 officers from the State Police Service of the Joint AGMUT Cadre (UT Segment) to the Indian Police Service (IPS).
The appointments have been made under the provisions of the Indian Police Service (Recruitment) Rules, 1954, and the Indian Police Service (Appointment by Promotion) Regulations, 1955. The officers have been inducted into the IPS on probation and allocated to the Joint AGMUT Cadre.
The newly inducted IPS officers belong to the Select List 2025 and are primarily from the 2010 batch of DANIPS (Delhi, Andaman and Nicobar Islands Police Service) officers. Most of them are currently serving in the Delhi Police, while others are posted in various Union Territories.
Faster Pathway to IPS for DANIPS Officers
The induction marks an important trend in police service promotions. All 13 officers attained IPS status after approximately 15 years of service, reflecting a significant reduction in the waiting period compared to previous decades.
Traditionally, DANIPS officers often had to wait 20 to 22 years before promotion to the IPS. However, over the last three to four years, the promotion process has accelerated considerably.
Officials attribute this change partly to recruitment dynamics. Between 1997 and 2008, only 11 DANIPS officers were recruited into the UT cadre. In contrast, the 2010 batch alone consisted of 13 officers, all of whom have now been elevated to the IPS.

According to the notification, the President approved the appointment of the following State Police Service officers to the IPS on probation:

One-Year Probation and Mandatory Training
As per the IPS (Probation) Rules, 1954, all 13 officers will remain on probation for a period of one year.
They will also undergo mandatory induction training in accordance with the provisions of the IPS (Probation) Rules, including amendments notified on May 10, 2011.
The induction training is designed to prepare promotee officers for higher leadership responsibilities within the IPS and expose them to advanced policing practices, investigation techniques, intelligence coordination, internal security management and public administration.

Strengthening the AGMUT Cadre
The induction of 13 officers is expected to strengthen the AGMUT cadre, which serves some of the country’s most strategically important administrative regions, including Delhi, Jammu & Kashmir, Ladakh, Andaman & Nicobar Islands, Chandigarh, Dadra & Nagar Haveli and Daman & Diu, Lakshadweep, Mizoram, Arunachal Pradesh and Goa.
With growing demands on urban policing, cybercrime investigations, intelligence gathering and law-and-order management, the addition of experienced promotee IPS officers is likely to enhance leadership capacity across these regions.
The latest promotions also highlight the evolving career progression structure within DANIPS, offering officers a clearer and faster pathway to the Indian Police Service.
