New Delhi: The Government of the National Capital Territory of Delhi (GNCTD) has nominated senior IAS officer Santosh Kumar Rai (IAS: 2014: AGMUT) as the State Government Member in the Delhi Authority for Advance Ruling (Delhi AAR), a significant quasi-judicial body that provides clarity on tax-related matters under the GST regime.
Rai is currently serving as Special Commissioner-I in the Department of Trade and Taxes, Government of NCT of Delhi. His appointment is expected to strengthen the functioning of the Delhi AAR and enhance the efficiency and quality of tax administration in the national capital.
Appointment Notified by Trade and Taxes Department
The nomination was made through Order No. F.4/Notification/Member/DAAR/DTandT/2026/206 dated May 14, 2026, issued by Nikhil Kumar, IAS, Commissioner (State Tax), Department of Trade and Taxes, GNCT of Delhi.
The appointment has been made in pursuance of powers conferred under the Finance Department notification dated January 30, 2025.
The Delhi Authority for Advance Ruling plays a crucial role in interpreting GST laws and issuing legally binding rulings on taxability, classification, valuation, and admissibility of input tax credit. Such rulings help businesses and taxpayers obtain certainty on complex tax issues before undertaking transactions.
Who Is Santosh Kumar Rai?
Santosh Kumar Rai is a 2014-batch IAS officer of the AGMUT (Arunachal Pradesh-Goa-Mizoram and Union Territories) cadre. He is currently posted as Special Commissioner in Delhi’s Trade and Taxes Department and is regarded as an experienced administrator with strong expertise in revenue administration, district governance, and disaster management.

Born into a farming family in Samastipur district of Bihar, Rai’s journey to the civil services reflects determination and academic excellence.
