New Delhi/Chennai: The Centre has approved a six-month extension in the tenure of Tamil Nadu Chief Secretary Dr M Sai Kumar (IAS:1990:TN), allowing him to continue in office from September 1, 2026, to February 28, 2027.
The decision effectively puts to rest speculation that Secretary, Ministry of Electronics and Information Technology (MeitY), S Krishnan (IAS:1989:TN), would be repatriated to the Tamil Nadu cadre to take over as the state’s next Chief Secretary.
Dr Sai Kumar, who is scheduled to retire on August 31, 2026, becomes the second Tamil Nadu Chief Secretary in recent years to receive a post-retirement extension.
Extension Ends Speculation Over S Krishnan
The extension comes amid months of speculation regarding the succession to the state’s top bureaucratic post.
Reports had suggested that S Krishnan, currently serving as Secretary, MeitY, could be brought back to Tamil Nadu to head the state administration. However, it had earlier been indicated that his repatriation was unlikely, and the latest decision confirms that he will continue in his present assignment at the Centre.
Earlier, the Tamil Nadu government had reportedly sought a three-month extension for the incumbent Chief Secretary. The Centre has instead approved a six-month extension.

Second Such Extension in Recent Years
Dr Sai Kumar is the second Chief Secretary in recent years to receive an extension beyond the age of superannuation.
During the COVID-19 pandemic, K. Shanmugam (IAS:1985:TN, Retd.), who was then serving as Tamil Nadu Chief Secretary, was granted two successive three-month extensions beyond his retirement in view of the extraordinary administrative situation.
Who is Dr M Sai Kumar?
Born on August 31, 1966, in Andhra Pradesh, Dr M Sai Kumar is a 1990-batch IAS officer of the Tamil Nadu cadre with more than three decades of administrative experience.
Known for his reform-oriented approach and focus on institutional efficiency, he has held several important assignments in both the state and central governments.
He assumed charge as Chief Secretary of Tamil Nadu on April 8, 2026, at a politically significant time ahead of the state’s Assembly elections.
Strong Academic Foundation
Dr Kumar has an extensive academic background that has shaped his administrative career.
His educational qualifications include:
- Master’s degree in Political Science from the University of Hyderabad.
- M.Phil.
- PhD in Public Affairs from the University of Madras.
He is proficient in English, Hindi and Telugu.

Before becoming Chief Secretary, Dr Sai Kumar served in several senior leadership positions across key departments.
His notable assignments include:
- Commissioner of Revenue Administration and Additional Chief Secretary, Revenue Administration & Disaster Management.
- Principal Secretary to the Chief Minister.
- Chairman and Managing Director, Tamil Nadu Newsprint and Papers Limited (TNPL).
- Chairman and Managing Director, Tamil Nadu Industrial Investment Corporation (TIIC).
- Head of the Tamil Nadu Electricity Board (TNEB), where he was credited with reducing institutional losses.
- Managing Director of TASMAC, where he introduced administrative reforms and strengthened monitoring mechanisms.
- Director General of Foreign Trade (DGFT) for South India for six years.

Within bureaucratic circles, Dr Sai Kumar is widely regarded as an administrator who combines academic insight with practical governance.
He is credited with introducing reforms aimed at improving efficiency, transparency and public service delivery across departments. His leadership style is often described as data-driven, systems-oriented and focused on long-term institutional improvements.
Despite holding several high-profile positions, he has maintained a low public profile and is known for preferring results over publicity.
Leadership During a Crucial Phase
Dr Sai Kumar took over as Tamil Nadu’s Chief Secretary on April 8, 2026, following directions issued by the Election Commission of India (ECI) ahead of the Assembly elections.
The ECI had also directed the appointment of Sandeep Mittal as Director General of Police overseeing the Armed Police and the Directorate of Vigilance and Anti-Corruption (DVAC), as part of measures to ensure impartial administration during the electoral period.
Observers believe Dr Sai Kumar’s extensive administrative experience and reputation for balanced decision-making have enabled him to steer the state bureaucracy during a politically significant period.
Personal Life
Outside his official responsibilities, Dr Sai Kumar is known as a fitness enthusiast who enjoys swimming, cycling and jogging.
He is married and has two children—Saurabh and Sahiti, the latter being a trained Bharatanatyam dancer.
With the latest extension, Dr Sai Kumar will continue to head the Tamil Nadu bureaucracy until February 28, 2027, providing continuity in the state’s administrative leadership.
