Raipur: The Chhattisgarh state cabinet, chaired by Chief Minister Vishnu deo Sai, held a major meeting in Raipur where several significant policy decisions were approved, ranging from the proposed Uniform Civil Code (UCC) framework to women’s empowerment measures, industrial reforms, welfare benefits for soldiers, and mineral policy changes.
Committee Formed to Draft Uniform Civil Code (UCC) Framework
The cabinet has decided to initiate the process of drafting a Uniform Civil Code (UCC) for the state. A high-level committee will be formed under the chairmanship of retired Supreme Court judge Justice Ranjana Prakash Desai.
The committee will:
- Prepare a draft UCC framework for the state
- Consult citizens, organizations, and legal experts
- Collect feedback through a web portal and public consultation
- Submit recommendations for cabinet approval before legislative consideration
Currently, personal laws governing marriage, divorce, inheritance, adoption, and maintenance differ across religions. The government stated that a uniform legal framework is aimed at simplifying legal procedures and promoting equality in civil matters, in line with Article 44 of the Indian Constitution.
Major Relief for Women: 50% Reduction in Land Registration Fees
In a major step toward women’s empowerment, the cabinet approved a 50% reduction in stamp duty/registration charges for property registered in women’s names.
Key highlights:
- Encourages property ownership among women
- Strengthens financial independence
- Estimated revenue impact: around ₹153 crore annually
The government described this as a strategic measure to promote gender equality and economic inclusion.
Stamp Duty Concession for Soldiers and Veterans
The cabinet also approved relief for serving soldiers, ex-servicemen, and widows of armed forces personnel.
Benefits include:
- 25% exemption in stamp duty
- Applicable on property purchases up to ₹25 lakh
- One-time benefit within the state
This move aims to support families of defence personnel who often face frequent transfers and relocation.
Industrial Land and Infrastructure Policy Reforms
Several amendments were approved in the Chhattisgarh Industrial Land and Building Management Rules, 2015 to improve ease of doing business.
Key reforms include:
- Clear eligibility for service sector allocations
- Rationalization of land allocation limits
- Legal provision for approach roads in land bank plots
- Inclusion of NBFCs and financial institutions to improve credit access
- Clarity on shareholding changes in companies
- Stronger framework for PPP (Public-Private Partnership) projects
These reforms aim to attract private investment and strengthen industrial infrastructure in the state.
Mining Sector Reforms: Focus on Transparency and Revenue Growth
The cabinet approved amendments in minor mineral rules, including sand mining regulations, to improve transparency and curb illegal mining.
Key decisions:
- Reserved sand mining rights for government PSUs like Chhattisgarh Mineral Development Corporation
- Strict penalties for illegal mining, transport, and storage (₹25,000 to ₹5 lakh fines)
- Strong enforcement against inactive or closed mining leases
- Standardized royalty clearance system across the state
- Environmental compliance and lease consolidation reforms
The government stated that these steps will ensure sustainable mining and increased state revenue.
Amendments in Sand Mining Rules (2025)
Under revised rules:
- Government agencies can reserve sand mines
- Aim is to reduce monopoly and ensure steady supply
- Improve availability in remote areas
Livestock and Dairy Sector Development
A pilot project related to dairy development has been expanded:
- Benefits extended to all social categories
- Collaboration with the National Dairy Development Board (NDDB)
- Aims to increase rural income and self-employment opportunities
Vaccine Procurement to Strengthen Animal Health
The cabinet approved procurement of animal vaccines from Indian Immunologicals Limited (Hyderabad) under NDDB.
Reasons for decision:
- Lack of sufficient competitive bidding on GeM portal
- Ensuring timely vaccination supply
Expected outcomes:
- Reduced livestock mortality
- Improved milk, egg, and meat production
- Better disease control in animals
Major Financial Decision: Pension Payment Settlement with Madhya Pradesh
The cabinet approved a major financial settlement under the State Reorganization Act, 2000.
Key points:
- Excess pension payment of ₹10,536 crore identified
- ₹2,000 crore already received from Madhya Pradesh
- Remaining ₹8,536 crore to be paid in six annual installments
- Resolution based on joint verification of accounts
This agreement settles long-standing inter-state financial reconciliation issues.
Review of Fertilizer Supply and LPG Availability
The cabinet also reviewed preparations for the upcoming Kharif season, focusing on:
- Fertilizer availability across the state
- LPG supply and distribution status
The government emphasized ensuring uninterrupted supply for farmers and households.
