New Delhi: Delhi Chief Minister Rekha Gupta-led government has approved the ‘Delhi Right of Citizen to Time Bound and Ease of Delivery of Services Bill, 2026’, marking a major step towards administrative reforms and citizen-friendly governance.
The decision was taken during the Delhi Cabinet meeting, paving the way for citizens to receive government services within a fixed time limit as a legal right.
The new legislation aims to reduce delays in government offices, improve transparency, and ensure accountability among officials responsible for delivering public services.
Officials to Face Penalties for Unnecessary Delays
One of the key features of the new bill is fixing responsibility on government officials for delays in providing services.
Under the proposed system:
- Officials delaying services without valid reasons will face a penalty of ₹250 per day.
- The maximum penalty limit has been fixed at ₹5,000.
- Officials may also face penalties for rejecting applications without proper justification.
However, the law ensures that officials will be given an opportunity to present their side before any action is taken, maintaining the principles of natural justice.

Automatic Escalation System to Reduce Citizen Hassles
The bill introduces an ‘Automatic Escalation’ or self-appeal mechanism to make service delivery more efficient.
Under this system:
- If an official fails to complete work within the prescribed timeline, the case will automatically move to the department’s Citizen Grievance Redressal Authority.
- If the issue remains unresolved, it will be transferred directly to the Delhi Right to Service Commission.
This system is designed to eliminate the need for citizens to repeatedly visit government offices for follow-ups and appeals.
Online Service Delivery with Real-Time Application Tracking
Chief Minister Rekha Gupta said the Delhi government is working towards creating a transparent and technology-driven governance system.
Under the new framework:
- The complete application process will be digitised.
- Citizens will receive a unique application number.
- Applicants will be able to track the real-time status of their requests from home.
The new bill will replace the existing 2011 law and introduce a more modern and effective service delivery mechanism.
Independent Delhi Right to Service Commission to Monitor Implementation
The bill proposes the formation of an independent statutory Delhi Right to Service Commission for effective implementation.
The commission will include:
- A Chairperson.
- Members responsible for hearing second appeals.
The commission will have powers to:
- Conduct surprise inspections of government offices.
- Recommend departmental action against negligent officials.
- Review service delivery performance.
- Publish annual reports on the implementation and impact of the law.
The annual reports will help citizens evaluate the quality of government services and the effectiveness of the new system.
CM Rekha Gupta Calls Bill a Milestone for Good Governance
Chief Minister Rekha Gupta said the new legislation will become a milestone in Delhi’s administrative system by improving transparency, efficiency, and accountability.
She said the government’s objective is to create a governance structure that is:
- More efficient.
- More responsive.
- Completely citizen-focused.
The Chief Minister expressed confidence that the bill will strengthen public trust in government services and ensure that citizens receive timely support without unnecessary delays.
