Delhi CM Rekha Gupta Announces Tech-Driven Overhaul of Sub-Registrar Offices to End Delays and Corruption

Reforms will transform property registration into Passport Seva Kendra-style centres with online booking, AI tools, and transparent, time-bound citizen services.

Delhi: The Delhi government has announced a major reform to modernize all Sub-Registrar offices and convert them into technology-driven, citizen-friendly service centres aimed at making property registration faster, transparent, and corruption-free.

The initiative is being led by Chief Minister Rekha Gupta, who said the new system will eliminate delays, middlemen, and procedural hurdles in property registration services across the capital.

Model Offices Inspired by Passport Seva Kendras

The revamped Sub-Registrar offices will be developed on the lines of Passport Seva Kendras, offering a streamlined and time-bound service experience.

Key features of the proposed model include:

  • Digital assistance counters
  • Smart token systems
  • Online appointment booking
  • Real-time application tracking
  • Trained and professional staff

Officials said the goal is to ensure transparent, efficient, and hassle-free service delivery for citizens.

Focus on Transparency and Elimination of Middlemen

The Chief Minister emphasized that the reforms are designed to:

  • Reduce corruption and revenue leakage
  • Eliminate the role of middlemen and touts
  • Improve accountability in property registration
  • Ensure timely processing of applications

The government aims to create one of the most advanced property registration systems in India under this initiative.

Modern Infrastructure with Airport-Like Facilities

The new-generation Sub-Registrar offices will feature upgraded infrastructure designed to provide a professional service experience similar to airports and Passport Seva Kendras.

Planned facilities include:

  • Air-conditioned waiting lounges
  • Help desks and digital counters
  • Drinking water and clean washrooms
  • Smart queue and token management systems

Officials said the objective is to ensure citizens do not face long queues or repeated visits.

Digital Systems and AI-Based Verification

The proposed reforms will introduce advanced digital technologies, including:

  • Online appointment and pre-verification systems
  • Live application tracking
  • AI-based facial recognition for identity verification
  • Blockchain-backed property record security
  • Geo-fencing and digital record management

These systems aim to make property records tamper-proof, reduce fraud, and minimize disputes.

Private Participation with Government Control

The Delhi government clarified that while private companies may assist in setting up and operating model centres, all statutory authority and final decision-making powers will remain with government officials.

A transparent selection process will be used to onboard experienced partners for the project.

Strengthening Governance and Reducing Administrative Burden

Officials said the reform will also help reduce workload on existing Sub-Registrar offices, allowing government staff to focus on core administrative functions.

The new system is expected to:

  • Speed up registration services
  • Improve document tracking
  • Enhance valuation accuracy
  • Strengthen overall governance efficiency

Towards a Fully Digital Property Registration System

With this initiative, the Delhi government aims to build a modern, transparent, and technology-enabled property registration ecosystem that ensures convenience, accountability, and trust in public services.
