New Delhi: Delhi-NCR BS-IV Vehicle Replacement Scheme has received approval from the Union Cabinet with a total outlay of ₹9,585 crore.
The scheme aims to replace more than 2 lakh old trucks and buses operating in Delhi-NCR with cleaner BS-VI and electric vehicles.
The move is designed to reduce harmful emissions, improve air quality, and accelerate the adoption of cleaner transport technologies across the National Capital Region.
What is the Importance of Delhi-NCR BS-IV Vehicle Replacement Scheme
Delhi-NCR continues to face severe air pollution, especially during winter months.
According to official government data:
- Transport contributes around 14% of PM2.5 emissions in Delhi-NCR.
- It accounts for 40% of Carbon Monoxide (CO) emissions.
- It contributes nearly 63% of Nitrogen Oxide (NOx) emissions.
- Trucks and buses make up only about 3% of the vehicle fleet but contribute around 36% of PM2.5 emissions from the transport sector.
The government believes replacing older commercial vehicles can significantly improve air quality across the region.

- Uttar Pradesh
- Rajasthan
Owners of BS-IV and older commercial vehicles can upgrade to:
- BS-VI compliant vehicles
- Electric vehicles (EVs)
- Cleaner CNG buses where applicable
Financial Benefits for Vehicle Owners
The government has announced several incentives:
1. Interest Subsidy
- 5% interest subvention on vehicle loans
- Available for up to 5 years
2. Fuel Vouchers
- Monthly fuel vouchers
- Value can reach up to ₹4,800 depending on vehicle category
3. OEM Discounts
- Participating vehicle manufacturers will provide up to 8% discount on ex-showroom prices
4. Tax Benefits
- Participating states will offer motor vehicle tax concessions
- Registration fee waivers on replacement vehicles
What Happens to Old Vehicles?
The scheme has clear rules for vehicle disposal.
BS-III and Older Vehicles
- Mandatory scrapping through authorized vehicle scrapping facilities
BS-IV Vehicles
- Can be scrapped
- Or sold outside NCR in non-NCAP cities and towns
To receive benefits, owners must purchase and register a replacement vehicle within NCR.
Special Rules for Delhi
Delhi will have stricter requirements:
- Light Goods Vehicles purchased under the scheme must be electric
- Buses must be either:
- BS-VI CNG
- Electric buses
Government-owned vehicles are not covered under the scheme.
Environmental Impact
The government’s analysis suggests:
- A single pre-BS vehicle can emit pollution equivalent to 14 BS-VI vehicles
- A BS-IV vehicle emits approximately 2.7 times more pollution than a BS-VI vehicle
This means replacing old fleets could result in substantial reductions in vehicular emissions across Delhi-NCR.
