Dwarka: The Gujarat government has initiated a redevelopment plan to develop Bet Dwarka into a major spiritual and eco-tourism destination, with land acquisition proceedings beginning for infrastructure improvements around the island’s Jagatmandir temple complex.
According to a report, the state Revenue Department has issued a notification to acquire more than one hectare of land across 31 survey numbers. The Deputy Collector of Dwarka has been assigned responsibility for overseeing the land-related process.
The proposed corridor is being planned along the lines of the Kashi Vishwanath Corridor in Varanasi and the Mahakal Corridor in Ujjain. The initiative aims to improve facilities for pilgrims visiting the island, which is associated with Lord Krishna in Hindu tradition.
The announcement follows the opening of Sudarshan Setu, the bridge connecting Okha on the mainland with Bet Dwarka, which has improved road access to the island.
Bet Dwarka Corridor to Upgrade Pilgrim Facilities
The proposed redevelopment focuses on improving infrastructure around the Jagatmandir complex and making the pilgrimage experience more accessible for visitors.
The reported land acquisition is intended to facilitate the development of facilities for devotees and related public infrastructure. Authorities are also pursuing measures to clear unauthorised occupations on land identified for pilgrim-related amenities.

Gujarat Deputy Chief Minister Harsh Sanghavi, who also holds the tourism portfolio, said unauthorised occupation of land intended for pilgrim welfare would be addressed to make way for public facilities and improve access to the shrine.
The overall project cost, construction schedule and completion timeline have not been specified in the reports reviewed.
Sudarshan Setu Improves Access to Bet Dwarka
A major infrastructure development supporting access to the island is Sudarshan Setu, which connects Okha on the Gujarat mainland with Bet Dwarka.
Prime Minister Narendra Modi inaugurated the bridge on February 25, 2024. According to the Prime Minister’s Office, the approximately 2.32-kilometre cable-stayed bridge was built at a cost of around ₹980 crore.
Before the bridge opened, pilgrims generally depended on ferry services to reach Bet Dwarka from the mainland.
The bridge has improved connectivity for pilgrims and visitors travelling to the island and serves as a major piece of tourism infrastructure in the region.
Proposed Tourism Attractions Include Underwater Viewing Experience
Separate reporting by The Economic Times on October 16 outlined additional attractions being considered as part of the broader Bet Dwarka development vision.
These reportedly include an underwater viewing experience associated with the submerged remains linked in popular accounts to ancient Dwarka, a proposed 108-foot statue of Lord Krishna, heritage-themed streets and improved visitor facilities.
The reports also refer to opportunities for marine tourism and water-based recreational activities along the island’s coastal belt.
These features should be understood as reported proposals rather than completed or operational attractions. Further details about their design, approvals, funding and implementation have not been established in the reporting reviewed.
Bet Dwarka’s Religious and Cultural Significance
Bet Dwarka is an island in the Gulf of Kutch and an important pilgrimage destination associated with Lord Krishna.
According to Hindu tradition, the island was the place where Krishna lived with his family and where he reunited with his childhood friend Sudama. The story of Sudama bringing beaten rice as a humble offering is closely associated with the site’s religious identity.
The island’s Jagatmandir shrine attracts devotees who visit to offer prayers and participate in religious rituals. Bet Dwarka forms part of the wider pilgrimage landscape of Dwarka in Gujarat.
The proposed corridor aims to improve facilities around this religious destination while developing the island’s tourism potential.
Eco-Tourism Plans Bring Coastal Environment Into Focus
Alongside pilgrimage infrastructure, the proposed development also envisages expanding tourism opportunities linked to Bet Dwarka’s coastal setting.
Reported areas of interest include marine ecosystems, coral reefs and water-based recreational activities. These could create opportunities for local businesses, transport operators and hospitality services if the proposals proceed.
However, implementation will need to account for the island’s coastal environment and the ecological sensitivity of its marine surroundings.
Further details on environmental safeguards, project clearances and the arrangements for managing tourism activity have not yet been established in the reports reviewed.
Land Acquisition Marks an Early Step in the Redevelopment Plan
The notification to acquire land represents an initial administrative step towards the proposed redevelopment of Bet Dwarka.
The project’s progress will depend on the completion of land-related procedures, the finalisation of development plans and the implementation of the proposed infrastructure and tourism facilities.
While Sudarshan Setu has already improved access to the island, the planned corridor seeks to extend development to the temple area and surrounding visitor infrastructure.
