Gandhinagar: The Gujarat government has initiated work on a comprehensive action plan to reduce dependence on petrol and diesel and promote electric mobility across the state. The move follows Prime Minister Narendra Modi’s appeal to reduce fossil fuel consumption and accelerate clean energy adoption.
Officials said the state is also working on a revised Electric Vehicle (EV) policy along with expansion of charging infrastructure.
EV Policy 2021 Under Review for Major Overhaul
Gujarat had introduced its Electric Vehicle Policy in 2021, offering subsidies on electric two-, three-, and four-wheelers. Incentives were also provided for setting up charging stations and exemption from electricity duty.
However, despite these measures, Gujarat has not emerged as a leading state in EV adoption, prompting the government to revisit and strengthen its policy framework.
Focus on Charging Infrastructure Expansion
Minister of State for Forest, Environment and Climate Change Pravin Mali said the government has begun drafting a fresh action plan to promote EV usage in both government and private sectors.
He highlighted that charging infrastructure remains a major challenge, and efforts are being made to rapidly expand the EV charging network across the state. The government is also considering transitioning official vehicles of departments to electric mobility.
Government Push for Clean Mobility in Public Sector
As part of austerity and sustainability measures, the state government has directed departments to:
- Reduce fossil fuel usage
- Promote electric mobility
- Limit officials and representatives to one government vehicle
- Deposit additional vehicles into the government pool
These steps aim to reduce fuel consumption and promote greener transport solutions.
Congress Demands Higher EV Subsidies
Meanwhile, the Gujarat Congress has urged the state government to increase subsidies on electric vehicle purchases to accelerate adoption.
In a letter to the Chief Minister, state spokesperson Hiren Banker highlighted the need for stronger incentives, especially for women buyers, along with improved charging infrastructure.
Gujarat’s EV Adoption Ranking
Despite policy efforts, Gujarat’s performance in electric mobility remains moderate compared to other states:
- 16th in India Electric Mobility Index
- 18th in charging infrastructure
- 27th in commercial EV adoption
- 15th in private EV adoption
- 12th in EV research and development
- 17th in EV purchase and operation promotion

The Gujarat government’s renewed focus on EVs aligns with India’s broader goal of reducing carbon emissions and promoting sustainable transport. The upcoming policy revision is expected to play a crucial role in shaping the state’s future electric mobility ecosystem.
