Shimla/Dharamshala: The Government of Himachal Pradesh has relieved 2021-batch IPS officer Aditi Singh from the state cadre with immediate effect following her inter-cadre transfer to the Haryana Police. The move comes after concerns over her frequent absence from duty, which officials said had begun to affect administrative functioning.
The relieving order was issued on April 26 by officiating Chief Secretary Sanjay Gupta, formally directing the officer to join her new cadre.
Transfer Cleared by Centre, MHA Facilitates Move
According to official records, Aditi Singh had applied for an inter-cadre transfer to Haryana through the Ministry of Home Affairs (MHA). The request was approved by the Centre on April 10, following which the MHA communicated instructions to the Himachal Pradesh government to relieve her.
The order stated: “Consequent upon the inter-cadre transfer of IPS Aditi Singh from Himachal Pradesh cadre to Haryana cadre, the Governor of Himachal Pradesh is pleased to relieve IPS Aditi Singh… She is directed to join her duties in the new cadre under intimation to all concerned quarters.”

Posting and Responsibilities in Himachal Pradesh
Aditi Singh was serving as Superintendent of Police (SP) in the State Vigilance and Anti-Corruption Bureau (SV&ACB), Northern Range, Dharamshala since November 5, 2025. Prior to this, she held the position of Additional Superintendent of Police in Dharamshala.
Frequent Leave Raised Administrative Concerns
The transfer comes against the backdrop of administrative concerns regarding her repeated absence from duty.
In February, Himachal Pradesh Director General of Police Ashok Tewari issued an order assigning her responsibilities to her subordinate, Additional Superintendent of Police Braham Dass Bhatia, citing disruption in office functioning.
The order noted that:
- Aditi Singh had taken 25 days of leave between January 8 and February 22
- This included casual leave, sick leave, and earned leave
- She was on leave from January 8–11, January 12, January 16–19, and again from February 8–22
Officials observed that such frequent absence was adversely impacting the functioning of the SV&ACB office.
Additional Instructions to Maintain Continuity
In a notable administrative step, the DGP directed that even when Aditi Singh was present, ASP Braham Dass Bhatiawould remain associated with her work to ensure continuity and prevent disruptions.
The order explicitly stated: “It has been observed that Aditi Singh… has been frequently proceeding on leave, due to which the functioning of the office is being adversely affected.”
Training Absence Also Noted
The records also highlighted that Aditi Singh attended a mid-career interaction programme held between December 8 and December 10, 2025, at the Dr R S Tolia Uttarakhand Academy of Administration in Nainital. During this period, she reportedly remained away from duty for over a week, further adding to concerns regarding her availability.
Next Posting: Haryana Police
With her immediate relieving, Aditi Singh is now expected to join the Haryana Police cadre as per directions issued by the Centre.
Inter-cadre transfers of All India Services officers are governed by specific provisions and are processed through the Ministry of Home Affairs. Such transfers are typically granted under defined conditions, including personal grounds or administrative considerations.
Administrative Implications
The development underscores the importance of continuity and accountability in sensitive postings such as vigilance and anti-corruption roles. It also highlights the Centre’s role in regulating cadre allocations and transfers for All India Services officers.
As Aditi Singh prepares to assume her new role in Haryana, the case reflects both administrative challenges and procedural mechanisms involved in managing cadre movements within India’s civil services.
Professional Journey and Background
Ms Singh, originally from Meerut in Uttar Pradesh, has quickly established herself as a dedicated and promising officer within the police service. She completed her schooling at Sofiya Girls School in Kankar Kheda, Shivlokpuri. Coming from a family with a strong professional background, her father, Sanjeev Singh, is a doctor, while her mother, Jyoti Singh, served as a senior assistant in the district collectorate.
She secured an All India Rank of 679 in the Union Public Service Commission (UPSC) examination and joined the IPS in the 2021 batch—remarkably achieving this feat in her first attempt. Notably, she prepared for the highly competitive examination during the challenging period of the COVID-19 pandemic.
