Ranchi: On the occasion of National Panchayati Raj Day, a major push toward rural development and decentralized governance was witnessed in Jharkhand as Chief Minister Hemant Soren attended the grand “Mukhyamantri Panchayat Protsahan Puraskar cum Mukhiya Sammelan 2026” held at Tana Bhagat Stadium in Khelgaon, Ranchi.
The event focused on strengthening Panchayati Raj institutions and recognizing outstanding contributions made by village-level leaders across the state.
Panchayats Recognised for Excellence in Rural Development
The primary objective of the conference was to honour panchayats and mukhiyas who have delivered exceptional work in areas such as sanitation, healthcare, women and child development, and poverty alleviation.
CM Hemant Soren said that panchayats are the foundation of democracy and play a crucial role in delivering public services at the grassroots level. He emphasized that successful models of governance should be shared across all panchayats to ensure balanced rural development.

Strengthening Panchayati Raj System in Jharkhand
Rural Development Minister Deepika Pandey Singh reaffirmed the government’s commitment to empowering Panchayati Raj institutions under the 73rd Constitutional Amendment.
The state government is implementing the “Mukhyamantri Panchayat Protsahan Yojana” to ensure that no panchayat is left behind in the development process. The initiative encourages healthy competition among panchayats to improve governance and service delivery.
Awards to Promote Competition and Innovation in Villages
The program saw active participation from representatives of South Chotanagpur division, who showcased their achievements and innovations at the grassroots level.
To encourage performance-based governance, the state government announced financial rewards:
- ₹10 lakh each for best-performing gram panchayats in key development indicators
- ₹10 lakh for sanitation-focused panchayats
- ₹15 lakh for top-performing panchayat samitis
- ₹20 lakh for best district councils
These incentives aim to promote transparency, competition, and innovation in rural governance.
Digital and Infrastructure Push in Panchayats
A key announcement during the event was the introduction of Aadhaar-related services at the panchayat level. An agreement was signed with UIDAI to ensure that essential services are available within villages through Common Service Centres (CSCs), reducing the need for villagers to travel long distances.
This step is expected to significantly improve access to government services in rural areas.

Focus on Water Conservation, Solar Energy, and Irrigation
The government also emphasized sustainable development initiatives, including:
- Revival and deepening of old ponds
- Construction of soak pits near handpumps
- Rainwater harvesting to improve groundwater levels
- Promotion of solar energy on vacant village land with government purchase of electricity
- Expansion of lift irrigation projects, especially in Santhal Pargana region
These measures aim to improve water security and increase rural income opportunities.
Financial Support and Rural Infrastructure Development
Officials highlighted that over ₹550 crore in untied funds has already been allocated to panchayats, with an additional ₹410 crore under tied funds expected to be released soon.
Support is also being provided for upgrading panchayat buildings, many of which were earlier in poor condition, ensuring better functioning of local governance offices.
Awards Highlight Model Panchayats Across Jharkhand
Several panchayats and panchayat samitis from districts like Ramgarh, Garhwa, Lohardaga, Pakur, West Singhbhum, and Ranchi were recognised for outstanding performance in cleanliness, health, and governance. The initiative reflects the state’s focus on identifying and scaling successful rural development models.
Strong Message on Inclusive Rural Development
CM Hemant Soren emphasized that no citizen should be deprived of basic needs and highlighted that no hunger-related deaths have been reported in recent years, reflecting improved governance systems. He appealed to all elected representatives to responsibly utilize resources and work collectively for village development.

The Panchayati Raj Day event in Ranchi reinforced the government’s commitment to decentralised governance and inclusive rural development. By combining financial incentives, digital services, and infrastructure improvements, Jharkhand aims to create stronger, self-reliant villages across the state.
