New Delhi: Veteran IPS officer K. Vijay Kumar, one of India’s most respected police leaders and the architect of the famous Operation Cocoon that ended the two-decade hunt for forest brigand Veerappan, will be conferred the Padma Shri in 2026 for his outstanding contribution to public affairs, internal security, and counter-terrorism.
The prestigious civilian honour will be presented by Droupadi Murmu during the first Investiture Ceremony of the Padma Awards 2026 at Rashtrapati Bhavan on May 25.
Over a career spanning more than three decades, Vijay Kumar served in the Indian Police Service, Special Protection Group, Border Security Force, Central Reserve Police Force, and the administration of Jammu and Kashmir, earning a reputation as one of the country’s foremost experts in counter-insurgency and elite security operations.
Early Life and Education
Born on September 15, 1952, K. Vijay Kumar comes from a family deeply rooted in policing. His father served as a police inspector, making him a second-generation police officer.
He studied at St. Joseph’s College and Madras Christian College before joining the IPS in 1975 as a Tamil Nadu cadre officer.
A highly accomplished scholar, he holds multiple advanced degrees, including MA, MBA, ML, LLM, MBL, and MPhil.
Remarkably, he also qualified for the IAS in 1976 but chose to continue in the police service because of his passion for law enforcement.

Early Career: Anti-Naxal Operations in Tamil Nadu
As Superintendent of Police in Dharmapuri between 1981 and 1983, Vijay Kumar played a decisive role in suppressing violent Naxalism in Tamil Nadu.
During his subsequent posting as SP of Salem from 1983 to 1985, he launched major crackdowns on organized crime and trafficking, transforming the law-and-order situation in the district.
Elite Security Roles: SPG and Special Security Group
From 1985 to 1990, Vijay Kumar was among the first officers selected for the Special Protection Group, the elite force created to protect then Prime Minister Rajiv Gandhi.
In 1990, he served as Deputy Leader of an Indian security delegation that trained the protection team of the Prime Minister of Mauritius.
Between 1991 and 1996, he established and led the Special Security Group to protect former Tamil Nadu Chief Minister J. Jayalalithaa. The SSG later became a model replicated by several states.
Under his leadership, nearly 5,000 police officers were trained in advanced firearms, counter-terrorism tactics, and close protection methods.
Kashmir and Kargil: Commanding BSF Operations
As Inspector General of the BSF in Kashmir from 1998 to 2001, Vijay Kumar commanded nearly 50,000 personnel during the Kargil War and the peak period of fidayeen attacks.
His tenure is widely regarded as one of the most operationally successful periods for the BSF in the region.

Chennai Police Commissioner and Operation Cocoon
After serving as Chennai Police Commissioner between 2001 and 2003, Vijay Kumar was appointed chief of the Tamil Nadu Special Task Force.
In 2004, he led Operation Cocoon, the meticulously planned mission that eliminated Veerappan and brought to an end one of India’s longest and most challenging manhunts.
The operation cemented his reputation as one of India’s legendary “super cops.”
Director of National Police Academy
In 2008, Vijay Kumar headed the Sardar Vallabhbhai Patel National Police Academy, where he trained future IPS officers and strengthened police training standards across the country.
A firearms and tactics specialist, he introduced double-handed fast-shooting techniques in India and mentored IPS officers for over a decade.
CRPF Director General (2010–2012)
Following the deadly 2010 Dantewada Maoist ambush, the government appointed Vijay Kumar as Director General of the CRPF.
During his tenure, he:
- Modernized jungle warfare and small-team tactics
- Reoriented anti-Naxal operational strategy
- Strengthened force training and preparedness
- Oversaw intensified operations that led to the elimination of Maoist leader Kishenji in 2011
Post-Retirement Roles in National Security
After retirement, Vijay Kumar continued serving in critical advisory positions.
Senior Security Adviser, Ministry of Home Affairs
He advised the Union Government on Left-Wing Extremism and counter-terrorism, contributing to a significant decline in Maoist violence.
Advisor to the Governor of Jammu and Kashmir
In 2018, he was appointed Advisor to the Governor, overseeing security and administrative portfolios during one of the most sensitive periods in the region, including the revocation of Revocation of Article 370.
