Thiruvananthapuram: In a significant administrative development, the Kerala government has placed senior IAS officer B Ashok under suspension, citing breach of discipline and violation of service conduct rules. The decision comes after a series of public statements made by the officer regarding government policies and functioning, which authorities say were inconsistent with the expected neutrality of an All India Services officer.
The suspension order was issued by Chief Secretary A Jayathilak, who noted that Ashok’s repeated public comments across print, visual, electronic, and social media platforms had raised serious concerns about administrative propriety and discipline.
Government Cites Breach of Discipline and Neutrality
According to the official order, B Ashok engaged in public discourse without obtaining prior permission from the state government, which is mandatory for IAS officers. The government observed that his conduct lacked the restraint and discretion required from a senior bureaucrat.
The order further stated that:
- His statements had the potential to undermine public confidence in the administration.
- They could impair the perception of political neutrality and objectivity expected from All India Services officers.
- The cumulative effect of his actions warranted disciplinary proceedings.
Based on these observations, the government has decided to initiate a formal inquiry into his conduct.
Background: Legal Battles Over Transfers
The suspension follows a prolonged period of legal tussles between B Ashok and the Kerala government, primarily concerning his transfers and postings.
In March, the Central Administrative Tribunal (CAT) ruled in Ashok’s favour, invalidating multiple transfer orders issued to him. The tribunal emphasized that transfers of IAS officers—regardless of tenure—must be made only on the recommendation of the Civil Services Board (CSB).

- February 7, 2023: While serving as Agriculture Principal Secretary, Ashok was transferred and posted as Agriculture Production Commissioner (APC).
- January 9, 2025: Before completing the mandatory two-year tenure, he was moved to the Local Self Government Department and assigned a newly created post—Local Self Government Reforms Commission—without his consent.
- Ashok challenged this move before CAT and secured an interim stay.
Subsequently, further transfer orders were issued despite the stay:
- August 2025: He was appointed Chairman and Managing Director of Kerala Transport Development Finance Corporation—again challenged and stayed.
- September 15, 2025: Another order posted him as Principal Secretary, Personnel and Administrative Reforms Department, even as earlier CAT stays remained in force.
Importantly, none of these transfers were reportedly cleared by the Civil Services Board, a key procedural requirement highlighted by the tribunal.
Issues Around Central Deputation
Ashok’s differences with the government also extended to central deputation. In June last year, he sought a posting at the Vikram Sarabhai Space Centre (VSSC) as Chief Controller. However, the Chief Secretary declined to grant vigilance clearance, effectively blocking the move.

Before his suspension, B Ashok was serving as Principal Secretary, Sainik Welfare Department, a position he assumed on March 16, 2026. His suspension now halts his administrative responsibilities pending the outcome of the inquiry.
