Kolkata: India’s leading defence public sector shipyard, Mazagon Dock Shipbuilders Limited (MDL), has officially begun operational control of Sri Lanka’s premier shipbuilding facility after acquiring a 51% stake in Colombo Dockyard PLC (CDPLC). The transition was marked by the successful conduct of CDPLC’s first Annual General Meeting (AGM) under the new Indian ownership structure.
This development represents a major milestone in South Asian maritime cooperation and is being viewed as the first significant cross-border acquisition of a foreign shipyard by an Indian public sector undertaking.
First AGM Under MDL Leadership
The AGM was chaired by Captain Jagmohan (Retd.), Chairman and Managing Director of MDL, who has also assumed the role of Chairman of Colombo Dockyard PLC.
Shareholders, including minority and public stakeholders, reportedly expressed optimism about the new management direction. MDL has introduced a restructured board and governance framework aimed at aligning CDPLC with global corporate standards, improving operational efficiency, and ensuring financial stability.

Strategic Integration and New Growth Opportunities
Following the acquisition, CDPLC is undergoing rapid operational and financial restructuring under MDL’s leadership. The collaboration is expected to leverage MDL’s technical expertise and Colombo’s strategic maritime location.
Major Business Developments:
- Global Export Contract: CDPLC has secured its largest commercial order to date—an estimated $150 million contract to build two advanced cable-laying vessels for European telecom company Orange Marine.
- Indian Maritime Partnerships: A Memorandum of Understanding (MoU) has been signed with the Dredging Corporation of India (DCI) to establish CDPLC as a preferred drydocking and refit hub.
- Future Collaborations: Discussions are underway with the Shipping Corporation of India (SCI) for additional maintenance and repair contracts.
Geopolitical and Maritime Significance
Beyond commercial expansion, the acquisition strengthens India’s long-term strategic footprint in the Indian Ocean region.
With Colombo Port handling a significant share of India’s transshipment cargo, MDL’s controlling stake in CDPLC provides India with a key industrial and repair presence at a critical maritime hub.
The move aligns with India’s SAGAR (Security and Growth for All in the Region) initiative, reinforcing India’s role as a central maritime security and infrastructure partner in the Indian Ocean.
