Bhopal: The cabinet meeting chaired by Chief Minister Dr. Mohan Yadav in Madhya Pradesh has approved a massive financial outlay of ₹24,200 crore aimed at strengthening infrastructure, improving healthcare services, boosting social welfare, and accelerating long-term development across the state.
Held at the state secretariat in Bhopal on Tuesday, the meeting focused on multi-sectoral investments spanning metro rail expansion, tribal welfare, environmental conservation, labor welfare, and industrial development.
Major Push for Infrastructure and Mega Projects
The state government cleared a revised and enhanced financial package for key infrastructure projects, most notably the expansion of the Indore Metro Rail project.
The revised cost and additional funding for the Indore Metro Rail project has been approved at ₹19,472.29 crore. This includes increased project costs, equity contributions from the state and central government, loans, and public-private partnership components.
Officials stated that the funding will ensure timely completion of metro corridors and strengthen urban mobility in Indore, one of the fastest-growing cities in the state.
Mega Health Infrastructure Promotion Policy 2026
To strengthen tertiary healthcare and attract philanthropic investment, the cabinet approved the proposal for the “Mega Health Service Infrastructure Promotion Policy 2026”.
A five-member ministerial sub-committee has been formed to study and finalize the implementation framework. The policy aims to:
- Develop world-class super-specialty hospitals
- Expand medical education capacity (MBBS and specialist doctors)
- Reduce patient migration to other states
- Improve maternal and infant mortality indicators
- Enhance access to advanced healthcare services
Pilot Project: Outsourcing of Community Health Centers
In a major healthcare reform initiative, the cabinet approved a pilot project to operate Community Health Centers (CHCs) in:
- Rewa
- Dewas
- Guna
Under this model, CHCs with high vacancy rates will be managed through outsourced agencies on a pilot basis for five years. The objective is to improve service delivery, reduce patient burden on district hospitals, and evaluate performance for possible statewide expansion.
₹2,381 Crore for Project Tiger, Elephant Conservation and Village Rehabilitation
The government approved ₹2,381.15 crore for wildlife conservation under Project Tiger and Project Elephant programs, along with village relocation and compensation schemes.
Key initiatives include:
- Habitat improvement in tiger reserves
- Forest fire control and water resource development
- Elephant management and rescue operations
- Infrastructure maintenance in protected areas
The plan also includes rehabilitation of 94 villages from protected forest zones across reserves such as:
- Kuno National Park
- Panna Tiger Reserve
- Satpura Tiger Reserve
₹687 Crore for Tribal Students’ Education and Welfare
The cabinet approved ₹687 crore for tribal education institutions and welfare programs under the Tribal Affairs Department.
The funds will support:
- Hostels and residential schools
- Staff salaries and operational expenses
- Educational access for tribal students across 22 districts
- Gender-inclusive education initiatives
The initiative aims to improve educational outcomes and strengthen social inclusion for tribal communities in the state.
₹639 Crore Boost for Sericulture Development
To promote rural livelihoods, the government has approved ₹639.25 crore for sericulture development programs over the next five years.
The plan includes:
- Expansion of silk cocoon production
- Skill development for silk weavers and farmers
- Cluster-based industry development
- Branding and marketing infrastructure
This initiative is expected to generate sustainable employment in rural and tribal regions.
₹531 Crore for Labour Welfare and Industrial Safety
A total of ₹531.78 crore has been sanctioned for labour welfare schemes and effective implementation of labour laws.
Key components include:
- Industrial safety and health programs
- Worker rehabilitation schemes
- Migrant labour database development
- Welfare fund establishment
- Strengthening labour enforcement systems
₹492 Crore for Local Audit and Financial Management
The cabinet approved ₹492.45 crore for strengthening local fund audit systems and departmental asset maintenance.
This will improve:
- Audit of local bodies
- Pension and salary processing systems
- Financial transparency and accountability at the local governance level
Policy Reform: Mega Healthcare Infrastructure Investment
The government also formed a special committee to study and implement the Mega Health Service Infrastructure Promotion Policy 2026, aimed at attracting charitable healthcare institutions and improving tertiary care infrastructure across Madhya Pradesh.
The latest cabinet decisions reflect a large-scale development strategy focused on infrastructure expansion, healthcare modernization, environmental protection, and social welfare enhancement. With multi-year funding commitments extending through 2031, the state government aims to position Madhya Pradesh as a model for inclusive and sustainable growth in India.
