New Delhi: The Public Enterprises Selection Board (PESB) has recommended Chacko Mazhuvanchery Jose, currently Executive Director (Kochi Refinery) at Bharat Petroleum Corporation Limited (BPCL), for the post of Director (Refineries), BPCL, a Schedule A board-level position.
The recommendation was made following a selection meeting held by PESB at 8:45 AM on August 21, 2026. A total of 12 senior executives from BPCL, Hindustan Petroleum Corporation Limited (HPCL), Indian Oil Corporation Limited (IOCL) and Engineers India Limited (EIL) appeared before the selection panel.
Chacko Mazhuvanchery Jose Recommended for BPCL Board Post
The PESB recommendation came after detailed interactions with the shortlisted candidates.
Chacko Mazhuvanchery Jose, who currently heads BPCL’s Kochi Refinery, was selected for the critical Director (Refineries) position.
The appointment is subject to the required approval process, including consideration by the Appointments Committee of the Cabinet (ACC).
PESB recommendations are generally forwarded to the concerned administrative ministry for further processing before the final appointment order is issued.

The selection process involved senior executives from India’s major oil and engineering public sector companies.

- Kondapalli Naveen Chander – ED (Project Management), Bina Petchem & Refinery Expansion Project, BPCL
- Kalyan Kumar Das – ED (Bina Refinery), BPCL
- Ashok Ranjan Chaudhary – CGM (Technology), Mumbai Refinery, BPCL
- Abhishek Trivedi – ED Incharge, Visakh Refinery, HPCL
- Kausik Basu – ED & Refinery Head, Paradip Refinery, Indian Oil
- Sanjay Kumar Singh – ED (Projects), Engineers India Limited
- Abhijit Kumar Ram – CGM, Process Design & Development, EIL R&D, Gurugram
- Umesh Chand Pathak – General Manager, Engineers India Limited
Following the interviews, PESB recommended Chacko Mazhuvanchery Jose for the post.

Who Is Chacko Mazhuvanchery Jose?
Chacko Mazhuvanchery Jose is an experienced refining-sector executive with more than three decades of professional experience.
He currently serves as Executive Director (Kochi Refinery) at BPCL, where he is responsible for the operations of one of the company’s major refining assets.
Before his current assignment, Jose also headed the Bina Refinery and has handled several key responsibilities across BPCL’s refining operations.
His experience covers multiple areas, including:
- Refinery operations
- Technical services
- Major projects
- Energy management
- Environment management
- Refinery expansion and development
His extensive operational experience makes him a domain-focused candidate for BPCL’s Director (Refineries) position.
Why the Director (Refineries) Appointment Is Important
The Director (Refineries) position is a key board-level role at BPCL, overseeing the company’s refining operations and related strategic activities.
The post has been under the additional charge of BPCL Chairman and Managing Director Sanjay Khanna since April 2026.
The appointment of a full-time Director (Refineries) with extensive refining experience is expected to strengthen operational oversight across BPCL’s major facilities.

- Mumbai Refinery
- Kochi Refinery
- Bina Refinery
The role will also be important as BPCL advances major expansion initiatives, including the Bina Petrochemicals & Refinery Expansion Project, while responding to changing fuel-quality requirements, petrochemical integration and energy-transition priorities.
Next Step: ACC Approval
The PESB recommendation is an important step in the appointment process, but it does not by itself constitute the final appointment.
The recommendation is expected to move through the relevant administrative process under the Ministry of Petroleum and Natural Gas.
The appointment will ultimately require the necessary approval from the Appointments Committee of the Cabinet (ACC) before formal orders are issued.
The development comes amid continued focus on strengthening leadership and domain expertise across India’s major public sector oil companies.
