Uttar Pradesh: At the 18th Civil Services Day event held at Vigyan Bhawan, New Delhi, senior official Narendra Bhooshan highlighted Uttar Pradesh’s rapid progress in renewable energy adoption under the PM Surya Ghar Muft Bijli Yojana, positioning the state as a key contributor to India’s net zero journey.
The special session focused on “Accelerating India’s Net Zero Path through PM Surya Ghar Muft Bijli Yojana,” showcasing successful implementation across multiple states.
Citizen-Centric Energy Model Driving Transformation
Speaking at the session themed “Viksit Bharat: Citizen-Centric Governance and Last Mile Delivery,” Bhooshan said the scheme is transforming citizens from electricity consumers into power producers through rooftop solar installations.
He noted that the initiative is not only improving energy efficiency but also empowering households, especially in rural areas, where solar panels have become a symbol of self-reliance and economic participation.

Massive Expansion of Solar Ecosystem in Uttar Pradesh
Uttar Pradesh has seen significant growth under the scheme, driven by strong implementation and local participation.
Key highlights include:
- Vendor base expanded from 60 to 6,000
- Youth trained under Surya Mitra programme
- Financial support through Mukhyamantri Yuva Yojana
- Rural youth becoming micro solar entrepreneurs
These efforts have created new employment opportunities while strengthening the state’s renewable energy ecosystem.
Cities Leading Rooftop Solar Adoption
Several cities in Uttar Pradesh have emerged as major success stories:
- Lucknow: ~90,000 rooftop solar installations
- Varanasi: ~40,000 installations
The scheme has also gained strong traction in rural and aspirational districts, expanding clean energy access across regions.
Strong Digital Monitoring and Governance Model
The scheme has been integrated into the Chief Minister’s Dashboard, enabling real-time monitoring of progress at the highest administrative level.
At the district level, competitive performance tracking among officials has helped improve implementation efficiency and accountability.
Tackling Supply Chain Challenges for Faster Implementation
Officials coordinated with solar energy companies and financial institutions to resolve supply chain bottlenecks. This ensured smooth availability of equipment and uninterrupted installation progress across the state.
Strengthening India’s Net Zero Vision
Bhooshan emphasized that achieving net zero targets requires both demand creation and strong supply-side capacity. He said a citizen-centric approach, combined with robust institutional support, is key to the long-term success of the PM Surya Ghar scheme.
