In a major push to make skill development more employment-oriented, the Uttar Pradesh government has made it mandatory for youth trained under the Uttar Pradesh Skill Development Mission (UPSDM) to be provided employment within 90 days of completing their training.
Training providers and companies that fail to ensure placements could face strict action, including being blacklisted, as the state introduces tighter accountability measures.

Jobs, Not Just Certificates
The new framework aims to ensure that skill development programmes lead to meaningful employment rather than ending with the issuance of certificates.
Under the revised system, placement of trained candidates will be tracked for one year after course completion to assess employment outcomes and job retention.
AI Dashboard to Monitor Placements
The UPSDM has deployed an AI-powered “Skill Darpan” dashboard to monitor the performance of training providers and their placement records.
The platform will track:
- Employment provided within 90 days of training.
- Number of candidates placed by each training provider.
- Job retention of trained candidates for one year.
- Overall performance of training institutions.
Strict Action Against Defaulting Training Providers
To improve transparency and accountability, the Skill Development Mission has strengthened oversight of training companies.
A central control room at the mission headquarters will review daily reports from districts. Companies found indulging in irregularities or failing to meet placement commitments may face penalties, including removal from the empanelled list and reduction in training batches.
CCTV Monitoring and Attendance Rules Tightened
The government has also introduced stricter monitoring at training centres.
Residential trainees will now undergo eight hours of mandatory training daily, while CCTV surveillance will be used to monitor classroom activities.
Additionally, trainees must maintain at least 70% attendance to become eligible for job fairs and placement opportunities.
Focus on Employment-Linked Skill Development
The Uttar Pradesh government’s latest reforms are designed to strengthen the quality of skill training while ensuring that young people transition quickly into employment, making training providers directly accountable for placement outcomes.
