New Delhi: In a significant administrative development, the Union Public Service Commission (UPSC) has cleared the promotion of 21 officers from the Haryana Police Service (HPS) to the Indian Police Service (IPS), marking one of the largest batches of inductions in recent years.
The Union Ministry of Home Affairs issued the official notification on Thursday following UPSC approval on May 14. The promotions cover vacancies spread across six years, from 2020 to 2025.
List of Officers Promoted to IPS
The officers elevated to the IPS include: Rajeev Deswal, Mukesh Kumar, Dharambir Singh, Baljinder Singh, Jaibir Singh, Dhyan Singh Poonia, Tahir Hussain, Rajesh Kumar, Ravinder Kumar, Narinder Singh, Vijay Singh, Siddharth Dhanda, Mamta Kharb, Karan Goel, and Sandeep Kumar.
The batch is being seen as a major career milestone for long-serving state police officers awaiting cadre promotion.
Two Promotions Made Provisional Due to Pending Cases
The UPSC has also approved two provisional inductions.
The promotion of Sumer Singh has been kept pending until the outcome of disciplinary proceedings against him. Similarly, the elevation of Tanya Singh has been made provisional due to ongoing disciplinary and criminal proceedings.
Officials clarified that these cases will be reviewed once legal and departmental processes are concluded.
Retired Officers May Still Join IPS Under Rules
Four officers — Suresh Kumar, Virender Singh, Krishan Kumar, and Raj Kumar Walia — have already retired. However, sources indicate they may still be eligible to join the IPS, as the retirement age in the IPS is 60 years compared to 58 years in the Haryana Police Service.
Vacancy Distribution Across Six Years
The promotions have been distributed across multiple years, reflecting long-pending cadre vacancies:
- 2020: 5 vacancies
- 2021: 4 vacancies
- 2022: 4 vacancies
- 2023: 1 vacancy
- 2024: 3 vacancies
- 2025: 4 vacancies
Officials said the clearance of long-pending vacancies is expected to improve administrative balance within the police cadre.
Demand for Regular Annual Promotion Process
Several officers awaiting promotion have urged authorities to conduct the exercise annually, stating that timely career progression is essential for maintaining morale in the field.
The development also comes amid broader discussions on delays in cadre promotions across services, including the civil services.
Parallel Case Highlights Promotion Uncertainty in Civil Services
In a related development, the UPSC had earlier recommended the promotion of 18 Haryana Civil Service officers to the IAS in July 2025. However, eight officers received only provisional clearance due to pending vigilance cases linked to alleged irregularities in the 2001 HCS examination.
Although the Punjab and Haryana High Court later quashed the chargesheet in February, the Supreme Court’s stay in March has left the final outcome uncertain.
Significant Cadre Boost for Haryana Police Officers
The latest UPSC decision is being viewed as a major cadre expansion step, providing long-awaited promotions to senior state police officers while also highlighting the role of pending disciplinary proceedings in determining final service elevation.
