Mumbai: Western Coalfields Limited (WCL) has taken a major step towards strengthening its security system by signing a historic Memorandum of Understanding (MoU) with the Maharashtra Police Home Guards Department for specialised training of its departmental security personnel.
The agreement was signed on Tuesday, July 14, 2026, at the Mumbai Police Headquarters in the presence of senior officials from Maharashtra Police, Coal India, and Western Coalfields Limited.
The MoU was signed by Dr. Jalinder Supekar, IPS, Special Inspector General of Police and Deputy Commandant General, Maharashtra Police, and Lt. Commander (Dr.) Vikrant Malhan, Head of Security, Western Coalfields Limited.
First-of-Its-Kind Training Initiative for PSU Security Personnel
The training programme has been introduced under the guidelines of the Ministry of Coal, Government of India, and through a special Gazette Notification issued by the Home Department, Government of Maharashtra.
According to WCL, this is the first time that such a Gazette Notification has been issued to facilitate professional training for the security personnel of a Public Sector Undertaking (PSU) and its subsidiary company.
The initiative marks an important milestone in improving security preparedness and professional capabilities within the coal sector.
150 WCL Security Personnel to Receive Annual Training
Under the MoU, around 150 security personnel of WCL will receive skill development training every year.
The training will be conducted at various locations, including:
- Mumbai
- Nashik
- Nagpur
The first training batch is scheduled to begin on July 24, 2026.
The Maharashtra Police Home Guards Department will provide the training free of cost at the Home Guards Training Centre in Mumbai.
Training to Focus on Security Skills and Emergency Responsibilities
The training programme will cover several important areas related to security management, including:
- Protection of government property.
- Frontline security duties.
- Police deployment responsibilities.
- Security coordination and operational skills.
- Handling various security-related challenges.
The programme aims to enhance the professional skills of WCL security personnel and prepare them for more effective security management at company locations.
Strengthening Coordination Between WCL and Maharashtra Police
WCL stated that the partnership will not only improve the capabilities of its security workforce but will also strengthen coordination between WCL and Maharashtra Police. The initiative is expected to create better cooperation in maintaining security standards and protecting critical mining infrastructure and government assets.
Initiative Implemented Under WCL Leadership
The MoU initiative has been completed under the guidance of WCL Chairman and Managing Director Dr. Hemant Sharad Pande and Director (Human Resources) Bikram Ghosh.
The signing ceremony was attended by senior officials from the Maharashtra Police Home Guards Department, Coal India, and Western Coalfields Limited.
