Bengaluru: In a significant administrative appointment, the Karnataka government has named retired senior IAS officer L K Atheeq (IAS:1991: Karnataka) as Financial Adviser to Chief Minister D K Shivakumar. The appointment brings back one of the state’s most experienced bureaucrats into a key policymaking role at a time when Karnataka continues to navigate fiscal pressures, welfare commitments, and major infrastructure investments.
According to an official government notification, Atheeq will enjoy salary, allowances and status equivalent to that of the Chief Secretary. He will also continue to serve as Chairperson of the Bengaluru Business Corridor, one of the state’s flagship infrastructure initiatives.
Trusted Hand for Karnataka’s Financial Management
Atheeq retired from the Indian Administrative Service on January 31, 2025, after a distinguished career spanning more than three decades. Before retirement, he served as Additional Chief Secretary in the Finance Department and Additional Chief Secretary to the Chief Minister.
Widely regarded as one of Karnataka’s most experienced financial administrators, Atheeq played a crucial role in managing the state’s finances and implementing the Congress government’s flagship welfare programmes, popularly known as the five “guarantee” schemes.
His deep understanding of Karnataka’s fiscal framework, treasury operations, budget formulation, and welfare expenditure is expected to prove valuable for the new government under Chief Minister D K Shivakumar.
The appointment is also significant because Atheeq was closely associated with former Chief Minister Siddaramaiah’s administration and was considered one of the key bureaucratic architects behind several major governance and financial initiatives.
Will Continue as Bengaluru Business Corridor Chairperson
Even after taking up the new assignment, Atheeq will continue to head the Bengaluru Business Corridor Ltd., the agency overseeing one of Karnataka’s most ambitious urban infrastructure projects.
The Bengaluru Business Corridor project, formerly associated with the Peripheral Ring Road initiative, aims to address long-standing traffic congestion and improve connectivity around Bengaluru. His continuation in the role ensures administrative continuity in the implementation of the mega infrastructure project.
Who is LK Atheeq?
Luthfulla Khan Atheeq, popularly known as L K Atheeq, is a 1991-batch IAS officer of the Karnataka cadre. Born on January 14, 1965, in Karnataka’s Tumakuru district, he is widely recognized as a seasoned administrator with expertise in finance, governance, rural development, public policy, and infrastructure management.
He holds an M.Sc. in Agricultural Economics from the University of Agricultural Sciences, Bengaluru, and later earned a Master’s degree in Public Administration and Public Policy from Syracuse University in the United States.
Fluent in English, Hindi, Kannada and Urdu, Atheeq has held several influential positions in both the Karnataka government and the Government of India.
Distinguished Career in State Administration
After joining the IAS in 1991, Atheeq began his administrative journey with postings as Assistant Commissioner in Mangaluru and later served in several district-level leadership roles.
Over the years, he held important assignments including:
- Assistant Commissioner, Mangaluru
- Chief Executive Officer in Karwar
- Deputy Commissioner of Mandya district
- Deputy Commissioner of Hassan district
- Principal Secretary to the Chief Minister
- Additional Chief Secretary to the Chief Minister
- Additional Chief Secretary, Finance Department
His tenure in Karnataka administration earned him a reputation as an efficient and policy-oriented officer capable of handling complex governance challenges.
Key Role in PMO and World Bank
Atheeq’s career also included significant assignments at the national and international levels.
In 2007, he joined the Prime Minister’s Office (PMO) during the UPA government as Director and subsequently served as Joint Secretary. During his tenure, he contributed to policy formulation linked to several landmark national initiatives, including:
- Right to Education Act
- National Health Mission
- National Food Security framework
Later, he represented India as Senior Advisor on the Board of the World Bank Group in Washington, D.C., gaining valuable international experience in development finance and public policy.
Driving Rural Development and Governance Reforms
Back in Karnataka, Atheeq spent nearly five years leading the Rural Development and Panchayat Raj Department. During this period, he championed several governance reforms, including digital initiatives aimed at improving service delivery, local governance systems, and rural infrastructure development.
His work in water supply, sanitation, and grassroots administration is widely acknowledged within Karnataka’s administrative circles.
Architect of Fiscal Management and Welfare Delivery
One of the defining phases of Atheeq’s career came during his tenure in the Finance Department and Chief Minister’s Office.
As Additional Chief Secretary (Finance), he was responsible for overseeing:
- State budget preparation
- Treasury management
- Fiscal balancing
- Resource mobilization
- Welfare expenditure monitoring
He played a central role in implementing Karnataka’s ambitious guarantee schemes, balancing welfare commitments with fiscal sustainability.
Given the state’s continuing expenditure obligations and infrastructure requirements, his appointment as Financial Adviser is being viewed as a move aimed at strengthening financial governance and policy planning at the highest level.
Academic Interests and Personal Pursuits
Beyond administration, Atheeq remains actively engaged in academic and intellectual pursuits.
He serves as a guest faculty member teaching Public Finance at the National Law School of India University (NLSIU), Bengaluru.
A literature enthusiast, he is currently working on English translations of the works of renowned Urdu poet Faiz Ahmed Faiz. He is also known for his passion for vintage automobiles and owns a restored 1942 military BSA WM20 motorcycle that featured in the iconic Bollywood film Sholay.
