When Sanjay Gupta took charge as the new Chief Secretary of Himachal Pradesh, there was a quiet sense of confidence across the state secretariat. Born in Haryana in 1966, Sanjay Gupta entered the civil services with a strong technical background. Colleagues recall him as a meticulous planner with a sharp analytical mind: qualities that guided him through key assignments throughout his tenure.

Since joining the IAS in 1988, Gupta has served in almost every major department of Himachal Pradesh. His administrative journey has seen him shape policies as Principal and Additional Secretary, head crucial state corporations, and streamline departments known for their procedural complexity. Whether managing urban planning or modernising public infrastructure, he has left a distinct mark of quiet efficiency in each role.

LEADING THE POWER AND PLANNING FRONT

Before taking charge as Chief Secretary, Sanjay Gupta held the position of Additional Chief Secretary for Town and Country Planning and Housing. He also served as the Chairman of the Himachal Pradesh State Electricity Board (HPSEBL), where his focus was on improving operational efficiency and accelerating rural electrification.

His tenure as Chairman of the Ropeways and Rapid Transport System Development Corporation showcased his forward-thinking approach to sustainable urban mobility in the state’s hilly terrain. He also held charge as Chairman of the Himachal Pradesh Pollution Control Board, where his leadership emphasized balance between development and ecological preservation, a critical challenge in a mountain ecosystem.

These experiences gave him a 360-degree view of Himachal’s administrative machinery, from the ground-level execution to the policy level, preparing him for the state’s top bureaucratic post.

TAKING CHARGE AT A PIVOTAL TIME

Gupta assumed additional charge as Chief Secretary in October 2025, following the retirement of his predecessor, Prabodh Saxena. The timing of his appointment was crucial. Himachal had just weathered a difficult monsoon, leaving roads and public infrastructure severely damaged. Gupta’s immediate focus was clear: restore normalcy, rebuild infrastructure, and strengthen disaster preparedness before the onset of winter.

One of his first reviews as Chief Secretary centered on road restoration and monsoon damage control. He worked closely with engineers and technical experts, ensuring that repair work not only fixed what was broken but also incorporated climate-resilient design. Under his watch, the government began collaborating with technical institutes such as IIT Ropar to bring in modern solutions for infrastructure safety in disaster-prone regions.

RESTORING ORDER AND ACCOUNTABILITY

Known for his no-nonsense administrative style, Sanjay Gupta quickly made it clear that discipline and accountability would define the new work culture in the secretariat. He has repeatedly emphasized punctuality, prompt file movement, and performance review of department heads. His message to the bureaucracy is straightforward: efficiency is non-negotiable.

His approach to governance isn’t rooted in micromanagement but in setting a clear tone from the top. Gupta’s meetings often begin with timelines and end with measurable outcomes, a structure that has begun to ripple across departments. He has also directed that officials failing to meet expectations would face consequences, signaling a shift towards greater administrative responsibility.

Across his long career, Gupta has earned the trust of colleagues and political leadership alike for his balanced, steady approach to governance.
