When the nation demanded answers in the shocking case of the alleged rape and murder of a trainee doctor in Kolkata, it was Sampat Meena, a 1994 batch IPS officer from the Jharkhand cadre, who took the reins. Currently serving as the Additional Director of the Central Bureau of Investigation (CBI), Meena lead the 25-member CBI team probing the high-profile case. Known for her sharp investigative acumen and deep commitment to justice, her journey is as compelling as the cases she handles.
FROM HUMBLE BEGINNINGS TO BREAKING BARRIERS
Born in Jolanda, Rajasthan, into a family with a legacy of public service, Sampat Meena’s path to becoming an IPS officer seemed destined. Her father, Ratan Lal Meena, is a retired IPS officer, and her husband, Surendra Singh, is a 1993 batch IAS officer from the Jharkhand cadre. Despite her familial connections, Meena’s rise in the police force is built on her own merit, courage, and grit.
In 1994, she joined the IPS and was assigned to the Jharkhand cadre. She quickly gained recognition for her ability to lead in challenging environments, particularly in Naxal-affected districts like Dhanbad, Ranchi, Deoghar, and Jamtara. As the first woman to serve as Senior Superintendent of Police in Ranchi, she broke stereotypes while leaving an indelible mark in law enforcement.
THE INVESTIGATOR WHO SPEAKS FOR THE VOICELESS
Meena’s career has been defined by her fearless approach to tackling some of India’s most heinous crimes. Her name is often associated with high-profile cases, including the Unnao rape case, the Hathras gangrape, and the 2017 Himachal Pradesh Gudiya rape case.
Under her leadership, investigations not only progressed with speed but also focused on ensuring justice for victims who had been silenced by systemic failures. Her work extends beyond cracking cases—she has consistently amplified issues of women’s safety and human rights, making her one of the most respected voices in the field.
A RELENTLESS CHAMPION AGAINST CHILD TRAFFICKING
Before her current CBI posting, Meena served as Inspector General at the Bureau of Police Research and Development (BPR&D) in New Delhi. During this tenure, she worked tirelessly to combat child trafficking and led efforts like Operation Muskaan, rescuing children from forced labor and trafficking networks.
Her initiatives have brought tangible results, rescuing numerous children and reuniting them with their families. This work earned her widespread acclaim and reinforced her commitment to protecting society’s most vulnerable.
RISING THROUGH THE RANKS IN CBI
Meena joined the CBI on deputation in 2017 and quickly established herself as a trusted leader. In August 2023, she was promoted to Additional Director of CBI, becoming one of the highest-ranking officers in the country’s premier investigative agency. During her tenure as Joint Director, she oversaw the Lucknow zone, handling complex cases that required both expertise and sensitivity.
Colleagues often describe her as calm under pressure, with an uncanny ability to untangle the most convoluted cases.
A DECORATED CAREER
In 2021, Meena was awarded the President’s Medal for Distinguished Service, a recognition of her outstanding contributions to law enforcement. From managing law and order issues in the volatile regions of Jharkhand to navigating the corridors of power in New Delhi, her career reflects a deep commitment to justice.
BALANCING PERSONAL AND PROFESSIONAL LEGACIES
Despite her demanding career, Sampat Meena remains grounded in her roots. She draws strength from her family, which shares her dedication to public service. Her uncle, Tika Ram Meena, is the Chief Electoral Officer of Kerala, further cementing the family’s legacy of impactful governance.
In a field dominated by men, Meena has carved out her own space with quiet confidence. She embodies the possibilities that emerge when courage and competence converge.
