Jaipur: In a significant relief to senior Rajasthan cadre IAS officer Arti Dogra (IAS:2006:RJ), the Division Bench of the Rajasthan High Court has stayed the order directing an Anti-Corruption Bureau (ACB) investigation against her.
The relief came within 24 hours of the earlier order issued by a single-judge bench, which had directed a probe into alleged irregularities linked to a promotion dispute.
Division Bench Grants Immediate Relief
The Division Bench comprising Acting Chief Justice Sanjeev Prakash Sharma and Justice Shubha Mehta observed that the matter did not prima facie constitute a corruption case. The bench also noted that three separate investigations are already pending against the petitioner, and decisions in those matters are awaited.
Based on these observations, the court stayed the ACB investigation order, providing interim relief to the IAS officer, who is currently serving as Secretary in Rajasthan’s Energy Department and Chairperson of state DISCOMs.

Background: Promotion Dispute and ACB Probe Order
The controversy stems from a petition filed by Superintendent Engineer RK Meena in December 2023. He challenged the Departmental Promotion Committee (DPC) proceedings for 2022–23, alleging that the roster system was not followed, despite clear directions from the Supreme Court and a circular issued by the Department of Personnel (DoP).
Meena claimed that due to these alleged procedural lapses, he was denied promotion to the post of Superintendent Engineer.
Allegations of Retaliation and Chargesheets
In his petition, RK Meena further alleged that three separate chargesheets were issued against him after he approached the court, claiming these actions were retaliatory and adversely impacted his promotion prospects.
Single Judge Bench Had Flagged Irregularities
Earlier, the single-judge bench of Justice Ravi Chirania had directed the CMD to submit an additional affidavit clarifying whether the roster register was being properly maintained.
However, the CMD reportedly failed to provide the required details, raising concerns over procedural lapses. The court observed that the Discom Chairperson had allegedly withheld a decision on the petitioner’s file for several months, which it considered sufficient grounds to suspect corruption.
Subsequently, the court ordered an ACB investigation and directed the agency to submit its report within three months.
