Patna: The Bihar government is set to launch ‘Sahyog Shivir’, a new panchayat-level grievance redressal initiative aimed at resolving public issues related to rural areas in a time-bound manner. The camps will begin from Tuesday, May 19, across the state.
The initiative follows the announcement by Chief Minister Samrat Choudhary and is part of the government’s broader ‘Saat Nischay-3’ programme focused on improving ease of living and delivering services at citizens’ doorsteps.
Grievance Resolution Camps at Panchayat Level
Under the new system, camps will be organized at the Panchayat Sarkar Bhawan or nearby locations on the 1st and 3rd Tuesday of every month.
At these camps:
- Nodal officers from different departments will hear complaints
- Written responses will be provided to applicants
- Issues will be addressed in a time-bound manner
Complaints related to land, electricity, water, roads, education, pensions, ration, and welfare schemes will be taken up.

30-Day Time Limit for Complaint Resolution
The government has directed that grievances should be resolved within 30 days. If delay occurs, officials must inform applicants in writing about the reason and provide a revised timeline.

- Online
- Offline
- Or directly at the camp
The application process will begin 30 days in advance of each camp.
Real-Time Monitoring Through Sahyog Portal
All complaints will be tracked through a real-time monitoring system at the Chief Minister’s Secretariat using the ‘Sahyog Portal’.
Strict action will be taken against officials found negligent in grievance redressal.
Minister and Senior Officials’ Participation Ensured
The government has mandated participation of:
- In-charge ministers
- District-level secretaries
- Senior administrative officials
Ministers will attend camps in at least three blocks and also participate in district review meetings.
Patna District Sets Up Sahyog Cell with 57 Officers
In Patna, a dedicated ‘Sahyog Cell’ has been formed with 57 nodal officers to ensure smooth implementation.
On the first day:
- Camps will be held in 40 panchayats
- Each camp will start at 10 AM
- Representatives from 19 departments will be present
Additional collectors and revenue officials will display lists of pending and resolved cases for transparency.
Issues to Be Addressed at Camps
The camps will resolve grievances related to:
- Ration cards, pensions, housing, MGNREGA
- Land disputes, mutation, and demarcation
- Certificates (income, caste, residence)
- Electricity, water, roads, education, health
- Any issue related to government schemes
Bihar’s Push for Doorstep Governance
The ‘Sahyog Shivir’ initiative is expected to strengthen rural governance by bringing administrative services directly to villages. The government aims to ensure faster resolution of public issues and improved accessibility of welfare schemes across Bihar.
