New Delhi: The Central Government on Wednesday issued a series of important appointments, tenure extensions, and cadre-related decisions involving officers from the Indian Defence Accounts Service (IDAS), Indian Forest Service (IFS), Indian Administrative Service (IAS), and Indian Railway Traffic Service (IRTS).
The appointments and recommendations, cleared through the competent authority and the Appointments Committee of the Cabinet (ACC), include the appointment of an Internal Financial Advisor in the Central Bureau of Investigation (CBI), extension of tenure of a Joint Secretary in the Ministry of Tourism, entrustment of additional charge in a premier agricultural management institution, and premature repatriation of a Director-level officer to his parent cadre.
Varun Nayyar Appointed Internal Financial Advisor in CBI
In a significant posting, Varun Nayyar (IDAS:2014) has been appointed as Internal Financial Advisor (IFA) at the Deputy Secretary level in the Central Bureau of Investigation (CBI) under the Department of Personnel and Training (DoPT).
Nayyar, who was recommended for Central deputation by the Ministry of Defence, has been selected under the Central Staffing Scheme. His tenure in the CBI will continue until December 12, 2028, or until further orders, whichever is earlier.
According to the appointment order, the tenure forms part of his combined four-year service period across ex-cadre and Central Staffing Scheme posts. He has been directed to be relieved immediately from his current assignment to assume charge in the premier investigative agency.
The role of Internal Financial Advisor is crucial in overseeing financial management, expenditure control, budget planning, and fiscal compliance within the organisation.
Suvasish Das Gets Two-Year Extension in Tourism Ministry
The Centre has also approved a two-year extension in the tenure of Suvasish Das (IFS:2005:AM), who is currently serving as Joint Secretary in the Ministry of Tourism.
His tenure has been extended beyond June 6, 2026, enabling him to continue in the key position until 2028.
Das has been associated with several tourism development initiatives and policy implementation measures undertaken by the Ministry. The extension is expected to ensure continuity in ongoing projects and strategic tourism promotion programmes.
Sanjay Kumar Agarwal Entrusted with Additional Charge of MANAGE DG
In another important decision, Sanjay Kumar Agarwal (IAS:2002:BH), presently serving as Joint Secretary in the Department of Agriculture and Farmers Welfare, has been entrusted with the additional charge of Director General (Joint Secretary level) of the National Institute of Agricultural Extension Management (MANAGE), Hyderabad.
The arrangement has been approved on an ex-post facto basis for a period of six months, from March 30, 2026, to September 29, 2026.
MANAGE, headquartered in Hyderabad, is one of India’s premier institutions dedicated to agricultural extension management, capacity building, and training of agricultural professionals and administrators.
The additional responsibility is expected to strengthen coordination between the Department of Agriculture and Farmers Welfare and the institute’s ongoing programmes aimed at improving agricultural extension services across the country.
Bhaskar Repatriated to Parent Cadre on Personal Grounds
The government has also approved the premature repatriation of Bhaskar (IRTS:2010), who was serving as Director in the Ministry of Women and Child Development.
According to the notification, Bhaskar has been repatriated to his parent cadre on personal grounds. The order also provides for an “extended cooling-off” period as per applicable rules.
Premature repatriation allows an officer on Central deputation to return to his parent cadre before completion of the approved tenure, generally under exceptional administrative or personal circumstances.
Series of Administrative Decisions Reflect Ongoing Cadre Management
The latest set of orders reflects the Centre’s ongoing efforts to manage senior-level staffing requirements across ministries, departments, and autonomous institutions. The decisions involve strategic appointments, continuity through tenure extensions, and administrative adjustments aimed at ensuring efficient functioning of government institutions.
While Varun Nayyar’s appointment strengthens the financial management framework of the CBI, the extension granted to Suvasish Das ensures continuity in the Tourism Ministry. Similarly, Sanjay Kumar Agarwal’s additional charge at MANAGE is expected to support agricultural capacity-building initiatives, while Bhaskar’s repatriation marks a personnel adjustment under the Central Staffing framework.
