New Delhi: The Ministry of External Affairs (MEA) has announced two significant ambassadorial appointments, naming senior Indian diplomats Vinay Kumar and Lakshmanan Ramesh Babu as India’s next ambassadors to the Democratic Republic of São Tomé and Príncipe and the Republic of Côte d’Ivoire respectively.
The appointments are part of the Government of India’s ongoing efforts to strengthen diplomatic engagement with African nations and deepen strategic, economic, and developmental partnerships across the continent.
While Vinay Kumar currently serves as Director in the Ministry of External Affairs, Lakshmanan Ramesh Babu is serving as Consul General of India in Atlanta, United States. Both officers bring extensive diplomatic and administrative experience to their new assignments.
Vinay Kumar Appointed Ambassador to São Tomé and Príncipe
Vinay Kumar, an Indian Foreign Service officer of the 2009 batch, has been appointed as the next Ambassador of India to the Democratic Republic of São Tomé and Príncipe.
A career diplomat with diverse international and headquarters experience, Kumar has held several important assignments within the Ministry of External Affairs and Indian missions abroad.

IFS Vinay Kumar
Extensive Experience in Bilateral Diplomacy
Prior to his latest appointment, Vinay Kumar served as Director of the Central America Division in the MEA headquarters in New Delhi. In this capacity, he was responsible for overseeing India’s political, economic, and diplomatic relations with countries across the Central American region.
His earlier overseas assignments include a diplomatic posting at the Embassy of India in Baghdad, Iraq, where he represented Indian interests during a crucial phase in bilateral relations.
He also served as Second Secretary (Commerce) and Head of Chancery at the Indian Mission in Namibia, where he handled matters related to trade, economic cooperation, administration, and bilateral engagement.

The appointment marks a significant milestone in Vinay Kumar’s diplomatic career. A seasoned diplomat with extensive experience across multiple continents, Ramesh Babu has served both in key positions at the MEA headquarters and in several Indian missions abroad.

IFS Lakshmanan Ramesh Babu
Currently Serving as Consul General in Atlanta
Before his appointment as Ambassador, Ramesh Babu was serving as Consul General of India in Atlanta, one of India’s important diplomatic missions in the United States.
During his tenure, he played a key role in strengthening India-US engagement across the southeastern United States and worked closely with the Indian diaspora, business communities, and state administrations.
Played Key Role During India’s G20 Presidency
Among his notable assignments in New Delhi, Ramesh Babu served as Joint Secretary (Summits), where he managed operational planning and coordination for G20 meetings during India’s successful G20 Presidency.
He also held additional charge of the Rapid Response Cell Division and supervised the Ministry of External Affairs’ control room during Operation Ganga, India’s large-scale evacuation mission that brought Indian nationals back from Ukraine amid the conflict in 2022.
