Raipur: Responding to the opposition’s no-confidence motion in the Chhattisgarh Legislative Assembly, Chief Minister Vishnu Deo Sai asserted that the motion was not merely directed against his government but against the mandate and trust of the state’s nearly three crore people. He said the people had repeatedly endorsed the government’s agenda of development, good governance and Prime Minister Narendra Modi’s guarantees during the 2023 Assembly elections, the Lok Sabha polls and the urban body elections.
Presenting what amounted to a detailed report card of his government’s performance over the past two-and-a-half years, the Chief Minister said the administration had fulfilled a majority of the commitments made under ‘Modi Ki Guarantee’ and laid the foundation for a developed Chhattisgarh through welfare-driven governance, economic reforms, infrastructure expansion and administrative transparency.
Government Focused on Every Section of Society
Sai said the government’s priorities have remained centred on farmers, women, youth, tribals, poor families and other vulnerable sections.
He highlighted several flagship initiatives, including:
- Procurement of paddy at ₹3,100 per quintal
- Payment of pending two-year paddy bonus
- More than ₹18,800 crore transferred to nearly 70 lakh women under the Mahtari Vandan Yojana
- Large-scale implementation of the Pradhan Mantri Awas Yojana for economically weaker families
According to the Chief Minister, these initiatives demonstrate the government’s commitment to delivering welfare benefits directly to citizens.
Women Empowerment Through Financial Inclusion
The Chief Minister said the government has given a new direction to women’s economic and social empowerment.
Apart from the Mahtari Vandan Yojana, more than 10.40 lakh women have become ‘Lakhpati Didis’, strengthening household incomes across rural areas.
To improve women’s property ownership, the government has introduced:
- 50% concession in property registration fees
- 1% concession in stamp duty
He also said self-help groups have been provided with new livelihood opportunities, describing women as the government’s greatest strength.
Farmers Receive Major Policy Support
Sai said agriculture remains at the core of the government’s development agenda.
Measures taken include record paddy procurement, implementation of the Krishak Unnati Yojana, zero-interest crop loans, promotion of crop diversification, improved fertilizer availability and expansion of irrigation infrastructure.
He informed the Assembly that record administrative approvals have been granted for water resource projects, resulting in a significant increase in irrigation capacity.
Major Push for Tribal Welfare
Highlighting initiatives for Scheduled Tribes and forest communities, the Chief Minister said several historic decisions have been taken to improve livelihoods and infrastructure in tribal regions.
Among the key initiatives are:
- Increased remuneration for tendu leaf collectors
- Revival of the Charanpaduka Scheme
- Relief measures for forest rights title holders
- Implementation of the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan
- Expansion of the Pradhan Mantri Janman Yojana
He said these schemes are delivering roads, electricity, drinking water, healthcare and housing to thousands of tribal villages and Particularly Vulnerable Tribal Groups (PVTGs).
The government has also focused on expanding the Tribal Youth Hostel in Delhi, organising the Khelo India Tribal Games, developing tribal museums and preserving the legacy of Shaheed Veer Narayan Singh.
Law and Order, Anti-Naxal Operations Receive Boost
The Chief Minister claimed that Chhattisgarh has achieved significant success in improving law and order and combating Left Wing Extremism.
He credited Prime Minister Narendra Modi and Union Home Minister Amit Shah for supporting a strategy based on security, development and public trust, which has strengthened anti-Naxal operations.
The government has also:
- Introduced the Police Commissionerate System in Raipur.
- Established new cyber police stations to combat cybercrime.
Investment Climate Improves with New Industrial Policy
Sai said Chhattisgarh has emerged as an attractive investment destination following the implementation of its new industrial policy.
According to him, investment summits held in India and abroad have attracted proposals worth more than ₹8.23 lakh crore, which are expected to create lakhs of employment opportunities.
The state is witnessing rapid growth in sectors including:
- Textiles
- Semiconductors
- Artificial Intelligence (AI)
- AI-based Special Economic Zones (AI-SEZs)
- Data Centre Parks
- Electronics Manufacturing
He said the government is working to align industrial growth with skill development and employment generation for the youth.
Energy Sector Sees Rapid Expansion
The Chief Minister said significant progress has also been made in conventional and renewable energy.
Achievements highlighted include:
- Installation of rooftop solar systems in over 76,000 households under the Pradhan Mantri Surya Ghar Muft Bijli Yojana
- Relief to more than 12 lakh electricity consumers through the Mukhyamantri Bijli Bill Samadhan Yojana
- Large-scale electrification of agricultural irrigation pumps
- Chhattisgarh achieving the country’s highest Plant Load Factor (PLF)
He added that new thermal power plants, pumped storage projects and solar energy initiatives are progressing rapidly.
Transparent Mineral Governance
Sai said transparent management of mineral resources has generated record revenue while improving accountability.
Major reforms include:
- Launch of Khanij Online 2.0
- Introduction of DMF Portal 2.0
- Completion of more than 82,000 development works through District Mineral Foundation (DMF) funds
- Transparent auction of mineral blocks
- Promotion of strategic minerals such as lithium
- Introduction of a new sand policy
- Strict action against illegal mining
He also highlighted large-scale plantation drives undertaken alongside mining activities.
Digital Governance and Administrative Reforms
The Chief Minister said Chhattisgarh has made remarkable progress in digital governance.
Under the Seva Setu initiative, 528 government services across 36 departments have been brought online.
Other initiatives include:
- e-District services
- Auto-mutation of land records
- Model Smart Registry Offices
- Chief Minister Helpline 1076
He said the government has implemented 435 administrative reforms, making governance more transparent, efficient and citizen-centric.
Education, Healthcare and Connectivity
Sai said the government has addressed the shortage of teachers through rationalisation in the education sector.
In healthcare, Ayushman Bharat coverage has been expanded to benefit most families in the state.
The Chief Minister also highlighted improvements in digital connectivity:
- Mobile towers installed in 829 remote locations
- Thousands of Gram Panchayats being connected through BharatNet Phase-3.0
Environmental Conservation and Cultural Heritage
The government has also focused on environmental sustainability and cultural preservation.
According to the Chief Minister:
- More than seven crore saplings have been planted under the ‘Ek Ped Maa Ke Naam’ campaign.
- Thousands of devotees have visited Ayodhya through the Shri Ramlala Darshan Yojana.
He said these initiatives reflect the government’s commitment to balancing ecological conservation with cultural development.
‘Public Trust Is Our Greatest Strength’
Concluding his reply to the no-confidence motion, Chief Minister Vishnu Deo Sai said the confidence shown by the people remains the government’s biggest strength.
He expressed confidence that the administration would continue implementing development-oriented policies with dedication and transparency to realise the vision of a Viksit Chhattisgarh, while maintaining the public’s trust in governance.
