New Delhi: The National Capital Region Planning Board (NCRPB) has prepared an ambitious blueprint under Regional Plan 2041, proposing the development of 5 to 8 new smart greenfield cities to reduce pressure on Delhi and transform the NCR into a highly connected urban region.
The plan is expected to be placed for approval next week and focuses on large-scale urban expansion, high-speed connectivity, and long-term population management.
30-Minute NCR Vision to Transform Urban Connectivity
A key highlight of the plan is the “30-minute NCR” concept, which aims to connect major cities in the National Capital Region with Delhi within just 30 minutes of travel time.
This will be achieved through:
- High-speed rail networks
- Limited-stop mass transit systems
- Superfast train corridors
- Feasibility studies for helicopter taxi services
The goal is to ensure seamless mobility across the region, making NCR one of the most connected urban clusters in the world.
5–8 New Greenfield Smart Cities Planned Across NCR
The plan proposes developing 5 to 8 new self-sustaining smart cities across parts of:
- Uttar Pradesh
- Haryana
- Rajasthan
These cities will be designed using a transit-oriented development model, integrating:
- Smart infrastructure
- Modern civic amenities
- Employment hubs
- Housing and digital services
The aim is to reduce dependency on Delhi by creating self-reliant urban centers.
Focus on YEIDA and KMP Corridor Development
The plan highlights key growth zones such as:
- Yamuna Expressway Industrial Development Authority (YEIDA) region in Uttar Pradesh
- Kundli-Manesar-Palwal (KMP) Expressway region in Haryana
YEIDA is proposed to be developed as a 20 lakh population greenfield city, while Haryana’s Panchgram project along the KMP corridor is also included as a major development node.
Massive ₹20 Lakh Crore Investment Expected
According to estimates, NCR will require over ₹20 lakh crore investment over the next 15 years to support:
- Housing for an additional 3 crore population
- Infrastructure expansion
- Transport systems
- Urban services and utilities
The region’s population is expected to increase significantly, making long-term planning critical.
NCR May Become World’s Largest Urban Agglomeration by 2030
The report suggests that by 2030, Delhi-NCR could become the world’s most populous urban region, surpassing Tokyo.
This rapid growth highlights the urgent need for:
- Planned urban expansion
- Infrastructure modernization
- Sustainable city development
Multi-Modal Transport: Rail, Road and Air Connectivity
The NCR 2041 plan envisions a fully integrated transport network where:
- NCR cities will be reachable within 30–60 minutes by rail
- Road travel time will be limited to 2–3 hours
- Air mobility solutions like heli-taxis may supplement transport
This multi-layered system aims to drastically reduce congestion and travel time.
Inspiration from Auric Smart City Model
The proposed development framework will take inspiration from Maharashtra’s Aurangabad Industrial City (Auric), a successful greenfield smart city model.
The plan suggests developing:
- Industrial hubs near expressways
- Integrated townships
- Technology-driven urban ecosystems
This model is expected to be replicated across NCR’s new cities.
Balanced Urban Growth and Delhi Decongestion Strategy
The primary objective of Regional Plan 2041 is to:
- Reduce population burden on Delhi
- Decentralize economic activities
- Promote balanced regional development
- Improve quality of urban life
By shifting growth to surrounding states, NCR aims to create a more sustainable urban structure.
