New Delhi: The Delhi Government has approved the Delhi Start-up and Incubation Policy to promote innovation, research, and entrepreneurship in the national capital. Under the ambitious initiative, more than ₹400 crore will be invested over the next five years to create a strong start-up ecosystem and support young entrepreneurs.
Chief Minister Rekha Gupta said the policy aims to transform Delhi’s youth from job seekers into job creators by providing financial assistance, incubation support, mentorship, and access to investors.
The initiative is designed to establish Delhi as one of India’s leading hubs for innovation and entrepreneurship.
₹400 Crore Investment Plan to Strengthen Delhi Start-up Ecosystem
The newly approved policy will focus on building a supportive environment for emerging entrepreneurs by providing them with the resources needed to convert ideas into successful businesses.
Under the policy, start-ups will receive support through:
- Incubation centres
- Financial assistance
- Expert mentorship
- Investor networking opportunities
- Business advisory services
- Research and innovation support
The government aims to ensure that promising ideas from students, researchers, teachers, alumni, and entrepreneurs receive adequate support for growth.

Policy to Establish Incubation Centres Across Educational Institutions
The Delhi Government will initially implement the policy across various educational institutions, including:
- 11 state universities
- 13 government-aided colleges
- Polytechnic institutions
- Industrial Training Institutes (ITIs)
- Government schools
Eligible institutions will receive one-time financial assistance to establish or strengthen incubation centres.
These centres will also receive annual operational support for:
- Mentoring programmes
- Innovation activities
- Networking initiatives
- Start-up ecosystem development
Start-ups to Receive Stage-Wise Financial Support
Chief Minister Rekha Gupta said start-ups linked with incubation centres will receive milestone-based financial assistance at different stages of development.
The financial support will cover key phases, including:
- Prototype development
- Proof of concept
- Product development
- Market validation
- Commercialisation
This step-by-step assistance will help young innovators transform early ideas into market-ready businesses.
Incubation Centres to Provide Modern Facilities and Investor Access
The incubation centres developed under the policy will provide entrepreneurs with a range of facilities and services, including:
- Modern infrastructure
- Expert guidance and mentorship
- Business advisory support
- Intellectual property assistance
- Laboratory and testing facilities
- Investor and industry connections
The initiative aims to create a complete support system for innovators from the idea stage to commercial expansion.
Annual Delhi Start-up Youth Festival to Promote Innovation
As part of the policy, the Delhi Government will organise an annual “Delhi Start-up Youth Festival” to encourage entrepreneurship among young people.
The festival will bring together:
- Young innovators
- Educational institutions
- Start-ups
- Investors
- Industry representatives
- Policymakers
The platform will help showcase innovative ideas, create partnerships, and promote collaboration between entrepreneurs and industry leaders.
Monitoring Committee to Ensure Effective Implementation
To oversee the implementation of the policy, the government will establish the State Incubation Policy Monitoring Committee (SIPMC).
The committee will include representatives from:
- Government departments
- Educational institutions
- Industry bodies
- Start-up ecosystem stakeholders
The committee will focus on transparent governance, effective execution, and performance-based financial support.
