New Delhi: The Department of Personnel and Training (DoPT) has introduced a hybrid work model for employees of the Capacity Building Commission (CBC), allowing eligible staff to work from home for up to two days a week while mandating that at least 50 per cent of employees remain physically present in office at all times.
The move is part of a broader austerity measure aimed at reducing administrative expenditure, minimising travel, and encouraging digital collaboration across government offices.
Work From Home Allowed for Up to Two Days Per Week
According to an Office Memorandum issued by the government, Pillar Heads have been directed to prepare rosters that permit employees to avail Work From Home (WFH) for up to two days per week.
However, the memorandum clearly states that at least half of the workforce must be present in the office at all times to ensure continuity of operations and smooth functioning.

Physical Meetings and Travel to Be Restricted
The order also imposes restrictions on organising physical meetings, workshops, and events both within and outside Delhi.
Officials have been advised to conduct meetings, consultations, and coordination exercises through video conferencing and other online platforms wherever possible, reducing the need for travel and in-person gatherings.
Employees Must Remain Accessible While Working Remotely
The memorandum emphasises that employees working from home must remain available by telephone and other communication channels during working hours.
They may also be required to report to office at short notice if operational needs arise.
In addition, staff are expected to complete all assigned tasks within prescribed deadlines and maintain the same level of efficiency and accountability as when working from the office.
Exceptions Require Secretary’s Approval
Any deviation from these guidelines on functional or operational grounds will require prior approval from the Secretary of the Capacity Building Commission.
This provision ensures that flexibility is granted only where it does not compromise organisational effectiveness.
Rules Effective Until Further Orders
The Office Memorandum states that the hybrid work and travel guidelines are mandatory for all CBC staff and will remain in force until further orders are issued by the central government.
The initiative reflects the government’s growing emphasis on cost optimisation, digital governance, and efficient resource management.
