Gandhinagar: In a first-of-its-kind initiative aimed at ensuring that merit does not go to waste, the Gujarat Public Service Commission (GPSC) has launched the ‘Avasar’ module, a dedicated employment platform that will connect talented but unselected candidates from competitive examinations with job opportunities in public sector undertakings (PSUs), cooperative institutions, government organisations and reputed private companies.
Announcing the initiative in Gandhinagar on Friday, GPSC Secretary Sudhir Patel said the Commission will act as a bridge between deserving candidates and potential employers, creating alternative career opportunities for candidates who narrowly missed final selection despite successfully clearing multiple stages of the recruitment process.
A New Opportunity for Deserving Candidates
Explaining the rationale behind the initiative, Patel said candidates who reach the interview stage in GPSC recruitment examinations have already demonstrated exceptional merit by clearing both the Preliminary and Main examinations.
Although many of them fail to make the final selection due to limited vacancies or are placed on waiting lists, they possess the knowledge, skills and capabilities required by many organisations.
The newly launched ‘Avasar’ module has been designed to ensure that such talent is not overlooked.

More Than 18,000 Candidates to Benefit
According to the Commission, the initiative will initially benefit over 18,000 candidates who were either unsuccessful in the final selection or placed on waiting lists in more than 415 Class-I and Class-II recruitment examinationsconducted during the past five years.
The module covers recruitment processes completed before July 1, 2026.
Going forward, candidates participating in future GPSC recruitments will also have the option to enrol in the platform while submitting their applications through the GPSC-OJAS portal.
Employment Opportunities Across Multiple Sectors
Through the Avasar platform, participating organisations will gain access to a pool of highly qualified candidates for recruitment.
The employment opportunities will be available in:
- Government of Gujarat Public Sector Undertakings (PSUs)
- Government of India PSUs
- Cooperative institutions
- Recognised private companies
- Other approved organisations
GPSC believes the initiative will benefit both employers seeking skilled manpower and candidates looking for meaningful career opportunities beyond government service.
How the ‘Avasar’ Module Works
Candidates interested in participating must provide their prior consent through the GPSC-OJAS Portal.
They will be required to share basic information such as:
- Name
- Mobile number
- Email address
- Educational qualifications
For candidates from previous recruitments, the process requires the advertisement number and confirmation number. A retrieval facility has also been provided for candidates who have forgotten their confirmation number.
To ensure authenticity, the Commission has introduced an OTP-based verification system, with OTPs sent to both the candidate’s registered mobile number and email address.

Database Categorised by Professional Expertise
GPSC has also created a structured database of candidates across different professional domains to enable organisations to identify suitable talent more efficiently.
The database has been categorised into:
- Administrative
- Medical
- Educational
- Technical cadres
This classification is expected to simplify recruitment for participating organisations while helping candidates secure opportunities aligned with their expertise.
Strong Emphasis on Data Privacy
Highlighting the Commission’s commitment to protecting candidate information, Secretary Sudhir Patel said data security remains one of the most important aspects of the initiative.
Only essential candidate details—including name, contact information and educational qualifications—will be shared with eligible organisations.
Any organisation receiving candidate data must submit a formal undertaking confirming that:
- The information will be used solely for employment purposes.
- It will not be shared with any third party.
- It will not be used for commercial or unrelated activities.
The responsibility for safeguarding the data will rest entirely with the concerned organisation.
Controlled Access for Eligible Employers
GPSC clarified that access to candidate information will be granted only to legally established and verified organisations.
These include:
- Government departments
- Public Sector Undertakings (PSUs)
- Recognised private companies
- Approved cooperative institutions
Each organisation will conduct its own recruitment process after shortlisting candidates based on its requirements.
GPSC to Act Only as a Facilitator
The Commission made it clear that it will function solely as a facilitator under the initiative.
GPSC will not be responsible for:
- Recruitment decisions
- Salary structures
- Service conditions
- Employment contracts
- Legal disputes arising after appointment
All employment-related matters will remain the responsibility of the recruiting organisation.
The Commission also retains the authority to modify the rules governing the Avasar initiative whenever necessary.
Candidates Asked to Register Through GPSC-OJAS
Eligible candidates have been advised to regularly visit the GPSC official website and the GPSC-OJAS portal for updates regarding registration and future developments under the initiative.
The Commission believes the platform will significantly improve employment prospects for thousands of capable candidates while simultaneously helping organisations access a ready pool of qualified professionals.
