Gandhinagar: The Government of Gujarat has taken a major step toward digital transformation by introducing WhatsApp-based citizen services, marking a shift from “One Day Governance” to “WhatsApp Governance.” The initiative has been launched under the leadership of Bhupendra Patel in alignment with the vision of Prime Minister Narendra Modi for citizen-centric governance.
The announcement was made in Gandhinagar following the signing of a Memorandum of Understanding (MoU) between the Government of Gujarat and Meta Platforms Inc.
Gujarat Signs MoU with Meta for WhatsApp-Based Services
A significant MoU was signed in Gandhinagar between the State Government and Meta Platforms Inc. to strengthen digital governance through WhatsApp.
The agreement aims to expand the state’s Sugam Digital Gujarat initiative, enabling citizens to access government services directly through a WhatsApp chatbot in Gujarati and English.
Around 20 Government Services to Be Available on WhatsApp
Under the new system, nearly 20 citizen-centric services from multiple government departments will be available through a single WhatsApp number.
These include:
- Grievance redressal support
- Income, caste, and EWS certificates
- Ration card updates
- Revenue records access
- Official affidavits and documentation services
The system is designed to eliminate the need for citizens to visit government offices or navigate multiple online portals.
Simple, Fast and Transparent Digital Service Delivery
Officials said the WhatsApp-based platform will make governance more accessible by ensuring:
- Faster service delivery
- Real-time application tracking
- Reduced paperwork and queues
- Improved transparency and accountability
Citizens will be able to access services directly from their mobile phones, significantly reducing time and cost.
Strengthening Gujarat’s Digital Governance Ecosystem
The initiative builds on Gujarat’s existing digital governance framework, including:
- Jan Seva Kendras in urban areas
- VCE-based service delivery in rural areas
With the addition of WhatsApp governance, the state is moving toward a fully integrated digital ecosystem that connects citizens with government services more efficiently.
Expanding Last-Mile Access to Rural and Urban Citizens
The government emphasized that the new system will benefit both rural and urban populations by improving last-mile delivery of services. Citizens will no longer need to stand in long queues or depend on multiple portals for basic documentation and administrative work.
The platform is expected to gradually include more government services in the future.
Leadership Commitment to Citizen-Centric Governance
The initiative reflects Gujarat’s continued focus on citizen-first governance under CM Bhupendra Patel, aligned with national priorities under the Digital India mission.
Senior state officials, including Chief Secretary M. K. Das and other administrative leaders, were present during the signing of the MoU.
A Step Towards Mobile-First Governance
With the introduction of WhatsApp-based public services, Gujarat is advancing toward a mobile-first governance model that aims to make public services more accessible, efficient, and transparent. The initiative is expected to significantly improve citizen convenience and strengthen digital governance across the state.
