Chandigarh: In a major late-night administrative reshuffle, the Haryana Government on Thursday transferred and assigned new responsibilities to 7 IAS officers, 1 Indian Forest Service (IFS) officer and 10 Haryana Civil Services (HCS) officers.
The orders, issued by Chief Secretary Anurag Rastogi, an IAS officer of 1990 batch, brought significant changes across several key departments, including Higher Education, Technical Education, Transport, Environment, Urban Local Bodies, and district administration.
The reshuffle also accorded IAS (Senior Scale) status to four important administrative posts, enhancing their responsibilities and stature within the state bureaucracy.
Additionally, 1997 batch Indian Forest Service (IFS) officer S. Narayanan was appointed as the Director General (Environment) and Secretary of the Department of Environment, Forests, and Wildlife.
Monica Malik Appointed Rohtak Divisional Commissioner
One of the most significant appointments in the reshuffle is that of 2009 batch promoted IAS officer Monica Malik, who has been posted as the Divisional Commissioner, Rohtak, replacing IAS Rajeev Ratan.
Rohtak Division is one of Haryana’s most important administrative divisions, and the appointment places IAS Malik in charge of overseeing district administration, development programmes and coordination among the districts under the division.
IAS (Senior Scale) Status Granted to Four Key Posts
In an important administrative decision, the Haryana Government has upgraded four strategic positions by granting them IAS (Senior Scale) status.
The upgraded posts are:
- Administrator, Haryana Shahari Vikas Pradhikaran (HSVP), Faridabad
- Additional Director, Urban Estates, Faridabad
- Commissioner, Municipal Corporation Karnal
- District Municipal Commissioner, Hisar
Officers posted against these positions will now enjoy responsibilities, authority and administrative status equivalent to that of a Senior Scale IAS officer.

- Appointed Director General, State Transport, Haryana
Virendra Kumar Dahiya
- Posted as Director General and Special Secretary, Higher Education Department
- Also entrusted with additional charge of the Technical Education Department
Major Changes Among HCS Officers
The reshuffle also involved ten Haryana Civil Services (HCS) officers across various departments.
The key postings include:
- Kushal Kataria – Additional Municipal Commissioner, Municipal Corporation Gurugram.
- Pankaj Kumar – Additional Director, Urban Local Bodies, along with additional charge as Joint Secretary, Urban Local Bodies Department.
- Dr. Subhash Chander – Joint Director, Social Justice and Empowerment Department, and Joint Director (Administration), Hospitality Department.
- Manav Malik – Additional charge as Joint Director, Information, Public Relations and Languages Department.
- Manish Kumar Yadav – Sub-Divisional Magistrate (SDM), Guhla.
- Gurvinder Singh – SDM, Pehowa.
- Arpit Gehlawat – District Registrar, Firms and Societies, Gurugram.
- Sapna Yadav – Joint Commissioner, Municipal Corporation Gurugram.
- Mayank Verma – Additional charge as Joint Chief Executive Officer, Ayushman Bharat Haryana Health Protection Authority.
- Suresh – City Magistrate, Karnal.
Separate Orders for Shashi Vasundhara
The government has deferred the fresh posting of HCS officer Shashi Vasundhara.
Until further orders are issued, she has been directed to report to the Office of the Chief Secretary.
Focus on Urban Governance, Education and Public Services
The latest reshuffle reflects the Haryana Government’s emphasis on strengthening governance across urban administration, higher and technical education, transport services, municipal administration and finance.
With several senior officers being entrusted with additional responsibilities and key departments witnessing leadership changes, the exercise is expected to improve administrative coordination and expedite the implementation of government programmes across the state.
