New Delhi: Hindustan Shipyard Limited (HSL), a leading Defence Public Sector Undertaking (DPSU) under the Ministry of Defence, organised a State-Level MSME Conclave in Tirupati on July 15 to enhance the role of micro, small and medium enterprises (MSMEs) in India’s defence manufacturing ecosystem.
The conclave was organised in association with the Ministry of Defence and the Bharat Chamber of Commerce with the theme “India’s Defence Sector: A New Era for MSMEs.”
The event brought together more than 120 MSMEs from across the region, providing a platform for businesses, government officials, and defence stakeholders to discuss opportunities emerging in India’s growing defence and maritime industries.
Focus on MSME Participation in Defence Manufacturing
The conclave aimed to connect MSMEs with the defence sector by helping them understand procurement opportunities, supply chain requirements, and future growth prospects.
HSL highlighted that stronger participation of MSMEs in defence manufacturing will support:
- Indigenous defence production
- Innovation and technology development
- Expansion of defence supply chains
- Strengthening India’s strategic self-reliance
The initiative aligns with the government’s vision of Aatmanirbhar Bharat and efforts to increase domestic manufacturing capabilities in critical sectors.

HSL Emphasises MSMEs’ Role in Aatmanirbhar Bharat
Addressing the gathering, HSL Director (Finance & Commercial) E. Kiran said that MSMEs are the backbone of India’s defence manufacturing ecosystem.
He highlighted that deeper integration of MSMEs into defence supply chains will accelerate indigenisation, encourage innovation, and strengthen India’s defence capabilities.
He also stressed the importance of creating stronger partnerships between defence organisations and smaller enterprises to build a robust manufacturing ecosystem.
Experts Discuss Defence and Maritime Sector Opportunities
The conclave featured expert sessions led by senior officials and industry representatives.
Key speakers included:
- K.K. Yadav, Deputy Director General (DIRW), Department of Defence Production, Ministry of Defence
- Senior representatives from the Indian Navy
- Officials from the MSME Development and Facilitation Office
- Representatives from the Andhra Pradesh Chambers of Commerce and Industry Federation (AP Chambers)
The sessions provided MSMEs with insights into defence procurement processes, industry requirements, and opportunities available in the maritime sector.
Platform for MSME Guidance and Industry Collaboration
HSL stated that the conclave was designed to connect, guide, and handhold MSMEs seeking to enter or expand their presence in the defence and maritime sectors.
The event encouraged stronger collaboration between MSMEs, government agencies, and defence organisations, helping enterprises explore new business opportunities and become active partners in India’s defence supply chain.
