Bhopal: In a major push toward development and public welfare, the Madhya Pradesh Cabinet chaired by Chief Minister Dr. Mohan Yadav approved financial proposals worth ₹30,055 crore along with several key policy decisions, including a new transfer policy for government employees, major welfare schemes, and infrastructure projects.
Massive ₹30,055 Crore Allocation for Development and Welfare
The state cabinet cleared large-scale financial approvals aimed at strengthening governance and social welfare systems across Madhya Pradesh. The key allocations include:
- ₹15,184.42 crore for pension schemes for elderly citizens, widowed women, and persons with disabilities
- ₹11,608.47 crore for the continued implementation of the Pradhan Mantri Fasal Bima Yojana
- ₹1,779.07 crore for labour welfare schemes
- ₹593.24 crore for rural drinking water supply projects in Seoni and Dewas
- ₹373.38 crore for the Atal Bihari Vajpayee Institute of Good Governance and Policy Analysis
- ₹360 crore for implementation of the Public Service Guarantee Act
- ₹156 crore for women and child safety programmes
The government stated that these decisions aim to ensure inclusive growth and strengthen welfare delivery systems across the state.
New Transfer Policy 2026 Approved for Government Employees
The cabinet approved the Transfer Policy 2026, allowing transfers between June 1 and June 15, 2026, by relaxing restrictions during this period.
Key highlights include:
- Fixed limits on the number of transfers based on cadre strength
- Priority posting for spouses and employees with serious medical conditions
- District-level transfers of Class III and IV employees approved by the concerned minister
- Senior officials and CEOs to be transferred with approval from the Chief Minister
- Authority given to the General Administration Department for amendments and clarifications
The policy aims to make transfers more structured, transparent, and need-based.
₹11,608 Crore Boost for Farmers Under Crop Insurance Scheme
The cabinet approved the continuation of the Pradhan Mantri Fasal Bima Yojana for five years (2026–27 to 2030–31) with an allocation of ₹11,608.47 crore.
Key provisions include:
- Financial protection for farmers against crop loss due to natural calamities
- State government support to cover minimum claim payouts of ₹1,000 per farmer per season
- Administrative authority given to the Agriculture Department for operational guidelines
This decision is expected to strengthen agricultural risk coverage in the state.
₹15,184 Crore Approved for Pension Schemes
A major welfare decision was taken for vulnerable groups, including senior citizens, widowed women, and persons with disabilities.
The approved pension initiatives include:
- ₹13,061 crore for the state social security pension scheme
- ₹2,123.42 crore for Indira Gandhi National Widow Pension Scheme
Beneficiaries will receive ₹600 per month under various pension categories. The schemes will run for the next five years starting April 2026.
Rural Water Supply Projects Revised for Seoni and Dewas
The cabinet approved a revised administrative cost of ₹593.24 crore for group water supply schemes in:
- Bandoal scheme in Seoni
- Nemawar scheme in Dewas
The revision includes expansion to additional villages and habitations under the Jal Jeevan Mission to ensure household tap water connections.
₹156 Crore for Women and Child Safety Programmes
The government approved funding for key safety and support initiatives for women and children, including:
- Child Helpline services (1098)
- Care and Support for victims under POCSO Act
- Shourya Dal programme for community-based women empowerment
New helpline desks will also be established at railway stations and bus stands across districts to improve emergency response.
Strengthening Citizen Services Under Public Service Guarantee Act
₹360 crore was sanctioned for the continued implementation of the Public Service Guarantee Act, which supports:
- Public service centres across districts
- CM Helpline operations
- Digital governance dashboards
Madhya Pradesh currently offers 733 notified services, with 637 services available online, making it one of the leading states in citizen service delivery.
₹1,779 Crore for Labour Welfare and ESI Schemes
The cabinet also approved labour welfare measures, including:
- Continuation of Employees State Insurance (ESI) scheme for five years with ₹1,583.91 crore allocation
- Maintenance of labour courts and industrial tribunals
- Support for worker healthcare and social security systems
₹373 Crore for Good Governance and Policy Research Institute
The Atal Bihari Vajpayee Institute of Good Governance and Policy Analysis received ₹373.38 crore for continued operations and research initiatives.
The institute will focus on:
- Policy evaluation and governance research
- Impact assessment of government schemes
- Training programmes for young professionals and interns
The Madhya Pradesh Cabinet’s latest decisions reflect a strong focus on social welfare, agricultural security, infrastructure development, and administrative reforms. With over ₹30,000 crore in allocations, the state government aims to strengthen governance delivery and expand benefits across rural and urban populations.
