India Plans Mandatory Vehicle-to-Vehicle Communication to Make Roads Safer; Draft Rules Released

The Centre has proposed mandatory Vehicle-to-Vehicle (V2V) communication systems in new vehicles from 2028 to improve road safety through real-time alerts, connected mobility and intelligent transportation technologies.

New Delhi: India is preparing to take a significant step towards safer and smarter transportation with the Ministry of Road Transport and Highways (MoRTH) proposing the phased implementation of Vehicle-to-Vehicle (V2V) Communication Systems. Through a draft notification seeking amendments to the Central Motor Vehicles Rules (CMVR), 1989, the government has outlined a roadmap for introducing intelligent communication technology in vehicles to reduce accidents, improve traffic safety, and strengthen the country’s Intelligent Transportation Systems (ITS).

The proposed framework is designed to enable vehicles to communicate with one another in real time, providing advance warnings about potential hazards that may not be visible to drivers or conventional onboard sensors. The draft rules have been released for public consultation, with stakeholders invited to submit suggestions within 30 days before the final notification is issued.

What is Vehicle-to-Vehicle (V2V) Communication?

Vehicle-to-Vehicle (V2V) communication is a connected technology that allows nearby vehicles to exchange real-time information such as:

  • Vehicle speed
  • Position
  • Direction of travel
  • Acceleration and braking
  • Movement of emergency vehicles

Unlike conventional safety systems that rely mainly on cameras, radars, and driver reaction, V2V technology allows vehicles to “talk” to each other even beyond the driver’s line of sight. This enables earlier warnings and faster responses to dangerous situations, making roads considerably safer.

The technology is expected to work alongside Advanced Driver Assistance Systems (ADAS), enhancing accident prevention capabilities rather than replacing existing safety features.

Phased Implementation Timeline

Recognising that manufacturers require sufficient time to adopt the new technology, the ministry has proposed a phased rollout.

From 1 October 2027, vehicles belonging to Categories L, M and N that are already equipped with V2V systems must comply with the new AIS-230 standard.

From 1 October 2028, all newly manufactured vehicles under Categories L, M and N will be required to be fitted with V2V communication systems that conform to AIS-230.

This gradual implementation is intended to provide vehicle manufacturers, component suppliers, and technology providers adequate time to prepare for the transition.

Why the Technology Matters

Road accidents remain one of India’s biggest public safety challenges. Many collisions occur because drivers receive warnings too late or cannot detect hazards hidden by curves, buildings, heavy traffic, or poor weather.

V2V communication seeks to address these limitations by sharing critical information between vehicles almost instantly.

The technology can provide advance alerts for several safety-critical situations, including:

  • Sudden emergency braking
  • Forward collision risks
  • Unsafe lane changes
  • Wrong-way driving

By enabling proactive rather than reactive responses, the system has the potential to significantly reduce accident risks while improving traffic efficiency.

AIS-230 Sets the Technical Standards

The new AIS-230 standard lays down the minimum technical, functional, performance, environmental and cybersecurity requirements for V2V systems installed in Indian vehicles.

The standard covers factory-installed On-Board Units using Cellular Vehicle-to-Everything (C-V2X) technology in the 5.875 GHz to 5.925 GHz frequency band.

Key requirements include:

  • Radio and receiver performance
  • GNSS positioning standards
  • Electromagnetic compatibility
  • Cybersecurity and secure communication
  • Performance for road safety applications

The standard also supports important safety features such as Emergency Brake Alert, Forward Collision Warning, Wrong-Way Driving Alert and Emergency Vehicle Alert.

Supporting India’s Connected Mobility Vision

The Department of Telecommunications has already exempted the 5.875 GHz to 5.925 GHz frequency band from licensing requirements, making it easier to deploy V2V technology.

The proposal is based on recommendations of a Ministry-appointed Task Force on Intelligent Transportation Systems, while AIS-230 was reviewed by the Central Motor Vehicles Rules–Technical Standing Committee in May 2026.

After the 30-day public consultation period, the ministry will examine stakeholders’ suggestions before issuing the final notification.

The proposed Vehicle-to-Vehicle Communication Systems framework is expected to improve vehicle awareness, provide timely safety warnings, reduce accident risks, and strengthen India’s transition towards smarter, safer and more connected transportation.
