Mr. Bishwajit Mishra, a senior IFS officer of the 1998 batch, Karnataka cadre, is not just a public servant; he is a visionary whose commitment to transforming forest administration has set new standards in the field. From his attempt to provide ease to people during the Covid pandemic to his exceptional work as the Director IT of Bengaluru Metropolitan Transport Corporation (BMTC), the officer has worked wonders in whichever field he was posted in.

IFS LEGACY
Growing up in a forester family in Madhya Pradesh, the officer inherited a passion for wildlife conservation from his father, Mr. Prafulla Kumar Mishra, a former IFS officer, who retired as Principal Chief Conservator of forests, Madhya Pradesh.
His wife, Shashwati Mishra, is also an IFS officer, currently posted as Additional Principal Chief Conservator of Forest, for Project Elephant. This familial influence nurtured his deep-rooted interest in forestry and wildlife conservation.
DRIVING TECHNOLOGICAL INNOVATION IN FOREST MANAGEMENT
During his tenure as the head of the ICT wing of the Karnataka Forest Department for over five years, Mr. Mishra spearheaded numerous initiatives that focused on business process re-engineering. His efforts ushered in a wave of transparency, efficiency, and improved service delivery.
One of his outstanding contributions was the integration of the latest technology in forest protection, combating forest and wildlife crimes with innovative solutions, and leveraging intelligent systems for real-time monitoring.
“I believe every government department needs to revisit its processes and make modifications in order to make it more efficient, transparent and better. For this, using technology is a must and us being in the forest department, require it the most, as we are responsible for managing land resources,” Mr. Mishra told Indian Masterminds.
PIONEERING EGOVERNANCE AND CITIZEN SERVICES
Mr. Mishra’s impact extends beyond the forestry sector. As the Chief Executive Officer of the Centre for e-Governance and Director of Electronic Delivery of Citizen Services (EDCS), he played a pivotal role in revolutionizing eGovernance in Karnataka.
His work at the Bengaluru Metropolitan Transport Corporation (BMTC) as the Director of IT led to the development and implementation of the Intelligent Transport System, making public transportation more efficient and accessible to citizens.
RESPONDING TO COVID-19 PANDEMIC
In the face of the unprecedented challenges posed by the COVID-19 pandemic, the officer’s expertise in technology came to the forefront. Appointed as the special head of the State Covid War Room, he engineered fully integrated IT-enabled solutions for real-time patient management.
His contributions included creating systems for patient information, hospital bed management, contact tracing, quarantine monitoring, analytics, and dash boarding, showcasing his ability to adapt technology to serve society during times of crisis.
INNOVATIVE SOLUTIONS IN FOREST MANAGEMENT
Mr. Mishra’s influence on forest administration is not limited to his strategic vision; it is also evident in the various technology-based applications and websites he developed. Applications like E-parihara for managing ex-gratia processing in man-wildlife conflict cases, Integrated Forest Produce Tracking System for unified pass issuance, e-Timber for timber depot and auction management, and Forest HRMS for efficient human resource management, stand testament to his innovative approach in forest management.
