The Bihar Startup Policy offers interest-free seed funding of ₹10 lakhs, post-seed funding of ₹15 lakhs, and matching funds of up to ₹50 lakhs for startups raising investments from SEBI CAT-I registered Alternate Investment Funds (AIFs).
“We believe in inclusive growth,” told Ms. Bandana Preyashi, IAS, Secretary, Industries, Bihar during an conversation with Indian Masterminds. She is an IAS of 2008 batch and Bihar cadre. “By providing additional incentives to women and SC/ST entrepreneurs, we are empowering communities that are often underrepresented in the entrepreneurial space.”
Moreover, the government is supporting startups in securing Intellectual Property Rights (IPRs) and participating in renowned acceleration programs, ensuring a strong foundation for long-term success.
Incubation Centers and Startup Cells
Bihar has partnered with 21 premier institutions, including IIT Patna, NIT Patna, and IIM Bodh Gaya, to establish incubation centers that provide advanced lab facilities, mentorship, and funding connections. These centers serve as innovation hubs for startups, enabling product development and business growth.
Additionally, ‘Startup Cells’ in all districts operate on a hub-and-spoke model, acting as nodal centers for entrepreneurial activities at the grassroots level. These initiatives ensure that innovation reaches even the remotest corners of the state.
The Role of B-Hub
B-Hub, Bihar’s flagship co-working and co-learning space, is a game-changer in the state’s startup ecosystem. Managed by CIMP and IIT-Patna, it hosts regular mentorship sessions, workshops, and networking events.
“B-Hub isn’t just a space; it’s a community,” says Ms. Preyasi. “It fosters peer-to-peer learning, collaboration, and access to industry experts.”
Since January 2023, B-Hub has conducted 225 sessions, engaging over 105 industry professionals as mentors. It also organizes investor meets like Bihar Connect, giving startups a platform to pitch to potential investors.
Success Stories from Bihar
Bihar’s startup ecosystem is already yielding remarkable success stories:
- Rodbez: Founded by Dilkhush Kumar, this one-way cab booking platform has a turnover of ₹4 crores and was featured on Shark Tank Season 3, where it secured funding.
- Digital Labour Chowk: This digital platform by Chandrasekhar Mandal connects laborers with work opportunities across India. With a turnover of ₹1.2 crores, it has been recognized with numerous awards, including IIT Bombay’s Eureka.
- Weavehand: Riddhima’s online platform blends traditional Indian craftsmanship with modern designs. It has successfully expanded to markets in Tokyo and the Middle East, promoting India’s rich artisanal heritage.
Scaling with Acceleration Programs
Recognizing the need to scale high-potential startups, Bihar has partnered with organizations like IIM Calcutta Innovation Park and Wadhwani Foundation. These partnerships aim to provide structured acceleration programs that focus on product-market fit, business development, and funding opportunities.
“Bihar is entering a new phase,” shares Ms. Preyasi. “We are moving beyond incubation to acceleration. Our goal is to see today’s promising startups grow into tomorrow’s unicorns.”
With over 50 startups achieving annual turnovers of ₹1 crore and above, the state is conducting investor meets and demo days, ensuring these businesses gain access to the resources needed for growth.
Long-Term Vision: Bihar as an Innovation Hub
Bihar’s long-term strategy revolves around transitioning from an agrarian economy to a balanced one that leverages technology, manufacturing, and services. The government has identified 12 priority sectors, including electric vehicles, food processing, and IT, and is implementing targeted policies like the Bihar EV Policy and Bihar Innovation Policy to support growth.
“We are creating a skilled workforce, bridging rural-urban gaps, and promoting rural innovations,” explains Ms. Preyasi. “These efforts will position Bihar as an innovation hub while fostering socio-economic development.”
