Bihar’s New Film Policy Seeks to Reclaim its Cinematic Glory

Bihar’s Film Policy 2024 offers up to ₹4 crore in subsidies, streamlined online permissions, and incentives for local talent to make the state a premier shooting destination.

For decades, Bihar’s breathtaking landscapes, from the serene fields of Bodh Gaya to the historic lanes of Patna, provided the perfect backdrop for iconic films like Teesri Kasam to Ben Kingsley’s Gandhi. Yet, as other states transformed into bustling film hubs, Bihar’s cinematic allure gradually faded. Now, with its ambitious Film Policy 2024, the state is poised for a comeback, ready to roll out the red carpet for filmmakers both local and international. Offering generous incentives, streamlined approvals, and a strong push for local talent, Bihar is reclaiming its place on the cinematic map, inviting the film industry to rediscover its unique beauty and rich heritage.

ONE STOP APPROVALS 

One of the core advantages of Bihar’s film policy is the single-window clearance system. For film producers, navigating the maze of permissions to shoot on location has long been a hassle. In Bihar, however, “All the permissions can be obtained online,”IAS officer and General Manager Bihar Film Promotion Corporation to Indian Masterminds . This digital process not only makes it easier but also faster for film crews to get approvals and start shooting.

While other states have capped subsidies at ₹2.5 crore, Bihar has taken the initiative further by offering up to ₹4 crore in subsidies for films shot in the state. In fact, projects with over 75% of their scenes filmed in Bihar stand to gain additional financial support, which could make the prospect even more appealing.

BOOST FOR REGIONAL TALENT 

Alongside the subsidy and simplified permissions, Bihar’s policy also prioritizes employment for local talent and workers. The state’s unique policy approach stipulates that actors who work in films made in languages spoken in Bihar, such as Bhojpuri and Maithili, will be eligible for employment opportunities. Bhojpuri film stars like Ravi Kishan, Manoj Tiwari, and Akshara Singh, along with prominent names in the Hindi film industry, recently gathered at a Patna conclave to lend their support to the policy.

“Actor and MP Manoj Tiwari expressed his desire to start a production office in Bihar, and with support from the government, he would even consider establishing a studio here,” shared IAS officer Rahul Kumar, the General Manager of the Bihar Film Promotion Corporation. He further added, “We have laid out rules and regulations to avail subsidies separately for feature films, web series, television shows, documentaries, and more. This policy isn’t just about subsidy — it’s about providing the infrastructure and assurance filmmakers need.”

SCHOLARSHIPS FOR FILM STUDENTS 

Bihar’s plan goes beyond shooting; it’s also focused on fostering homegrown talent. For students attending institutions like the National School of Drama (NSD) or the Satyajit Ray Film and Television Institute, the state offers scholarships, helping talented youth to develop skills and possibly contribute to Bihar’s film industry in the future. This initiative aims to nurture a new generation of filmmakers who can both highlight and enhance Bihar’s cultural heritage on screen.

A CHANCE FOR LOCAL BUSINESS 

Filmmaking brings an economic boost, and Bihar is looking to channel this into benefits for local businesses. Film production can lead to increased demand for hotel accommodation, transportation, catering, and other allied services. Local communities will benefit from this influx, creating jobs and increasing demand for services in hospitality and transport.

While some concerns about safety remain, Kumar emphasized that things have changed significantly in Bihar. “We’ve started with this conclave to show that we’re not only offering subsidies but also guaranteeing safety. The department will organize roadshows to increase awareness about the state’s growth,” Kumar explained.

ATTRACTING OTHER FILM INDUSTRIES 

Bihar’s versatility, with locations that resemble other parts of India and even some international regions, makes it an attractive destination for regional films as well. The department is actively reaching out to filmmakers from Assam and West Bengal, noting the demographic and scenic similarities that Bihar offers. Recently, a Bhojpuri film began shooting in Saharsa, and an international film from Mauritius has already received clearance to shoot in Bihar.

A NEW ERA

Bihar’s rich history and vibrant culture are more than ready for a cinematic revival. With a forward-thinking policy that combines financial incentives, local employment opportunities, educational scholarships, and digital solutions, Bihar is setting itself apart as a film-friendly state. As film shoots begin rolling and local cinema halls get a facelift, Bihar is making a bold move to reclaim its place on the cinematic map.

Whether it’s an indie film, a big-budget Bollywood movie, or a regional Bhojpuri production, the state is ready to offer filmmakers everything they need. And with a clear vision and comprehensive support from the Bihar government, it won’t be long before we see Bihar in the credits of more blockbusters.
