Few administrators have left as lasting an impact on Bengaluru as Sri K. Jairaj. A visionary bureaucrat, he played a key role in shaping the city’s governance, infrastructure, and urban development. His tenure as the Commissioner of Bangalore City Corporation—twice—was marked by bold reforms, most notably the Self-Assessment Scheme (SAS) for property tax, which simplified tax collection and increased compliance.
Jairaj’s influence extended beyond civic administration. He was instrumental in establishing India’s first Greenfield airport through a public-private partnership, a move that cemented Bengaluru’s position as a global business hub. His leadership in the Energy Department as Principal Secretary and Additional Chief Secretary focused on ensuring sustainable power solutions for the rapidly expanding metropolis.
Even today, he remains deeply invested in Bengaluru’s urban challenges. In a conversation with Indian Masterminds, he remarked that if he were heading the city now, his priority would be tackling its notorious traffic congestion by creating alternative routes to cut down travel time. He also reflected on the ambitious vision to develop Bengaluru on the lines of Singapore, acknowledging that such a transformation required stronger civic support.
Despite Bengaluru’s reputation as India’s startup capital, Jairaj believes that many startups struggle to scale due to infrastructure and policy challenges. His insights continue to influence urban planning and governance discussions.
Today, as Chairman of the Bangalore Advisory Council and an advisor to institutions like IIM Kashipur, he remains a guiding force in Bengaluru’s evolution, proving that impactful administration is about foresight, execution, and lasting change.
