Today, as the Director General of Police of Telangana, he carries not just rank, but the weight of a system he helped build from the ground up.
ROOTS IN HYDERABAD, GROUNDED IN LAW
Born and raised in Hyderabad, with ancestral roots in a small village in Ranga Reddy district, Shivadhar Reddy’s early life did not unfold in the glare of ambition. It followed a quieter path, one that led him to study law at Osmania University.
For a brief period, he practised as a lawyer. Courtrooms, arguments, and legal frameworks shaped his understanding of systems: how they function, and where they falter.
But the courtroom was only the beginning.
In 1994, he entered the Indian Police Service, stepping into a profession where theory meets reality every single day.
LEARNING THE GROUND, ONE DISTRICT AT A TIME
His early years in uniform were spent far from urban comfort, in regions where policing meant more than enforcing law. It meant navigating tension, terrain, and trust.
From Anakapalli to Narsipatnam, from Chintapalli’s tribal belts to the volatile interiors of undivided Andhra Pradesh, he absorbed the rhythms of field policing. These were not postings that brought visibility, but they brought clarity.
As Superintendent of Police in districts like Nalgonda, Srikakulam, Nellore, and Guntur, he moved across geographies and challenges. Coastal complexities, rural disputes, insurgency shadows… each district added a new layer to his understanding.
THE INTELLIGENCE TURN
Some officers build careers in the open. Others move into spaces where visibility fades but influence grows.
Shivadhar Reddy stepped into intelligence.
His association with the elite Greyhounds force introduced him to counter-insurgency at close quarters. It sharpened his instinct for patterns: how threats emerge, evolve, and hide.
Over time, he transitioned into the Special Intelligence Branch. Here, the nature of policing changed. It was no longer about reacting; it was about anticipating.
And when Telangana was carved out as a new state in 2014, he was entrusted with a role that would define his legacy: building its intelligence architecture from scratch.
BUILDING INTELLIGENCE FOR A NEW STATE
Becoming the first Intelligence Chief of Telangana was not just a posting; it was an assignment without precedent.
A new state meant new fault lines, new political dynamics, and new security challenges. Systems had to be created, networks established, and trust built across agencies.
In this phase, Shivadhar Reddy became one of the most influential yet least visible figures in Telangana’s governance framework.
His work touched everything:

- Monitoring extremist activity
- Maintaining stability in a transitioning state
He was not in the spotlight. But he ensured the spotlight stayed steady.
MOMENTS THAT DEFINED HIS CAREER
Some operations define an officer’s career, not because they are public, but because of their impact.
One such moment came in 2016, with the operation against gangster Nayeem. The crackdown dismantled a sprawling criminal network that had seeped into multiple layers of society.
It was a complex operation, requiring precision, planning, and coordination. And it reinforced what many within the system already knew: Shivadhar Reddy understood both the visible and invisible dimensions of crime.
Earlier, in 2007, he was brought into Hyderabad’s South Zone at a time of unrest following the Mecca Masjid blast and subsequent police firing. It was a moment of tension, where law enforcement needed both firmness and control.
He was trusted with that balance.
A POLICEMAN WHO LOOKED BEYOND POLICING
While much of his work revolved around intelligence and law enforcement, Shivadhar Reddy also pushed for initiatives that connected directly with citizens.
In Visakhapatnam, as Police Commissioner, he introduced the “Arrive Alive” campaign, aimed at reducing road accidents and building awareness.
He also experimented with a public complaint box system, encouraging citizens to speak up without fear.
These initiatives may not have drawn national headlines, but they reflected a broader understanding of policing, not just as enforcement, but as engagement.
FROM ANTI-CORRUPTION TO GLOBAL EXPOSURE
His journey also included leadership roles in the Anti-Corruption Bureau, where he dealt with cases that tested institutional integrity.
Beyond India, he served in the United Nations Mission in Kosovo, an experience that exposed him to international conflict zones and global policing frameworks.

THE RETURN TO INTELLIGENCE ACROSS GOVERNMENTS

In 2023, he was once again brought back as Intelligence Chief, this time by a new government. It signaled something deeper than administrative continuity. It reflected confidence in his ability to operate beyond political lines.
Even after being elevated to the rank of DGP, he continued to hold intelligence responsibilities, an unusual overlap that highlighted his centrality to the system.
TELANGANA’S DGP
In October 2025, he took charge as the Director General of Police of Telangana.
By then, he had spent over three decades understanding the system from within… districts, intelligence, urban policing, anti-corruption, and administration.
As DGP, his priorities became clear:
- Zero tolerance toward corruption within the force
- Strengthening grassroots policing through field presence
- Addressing manpower shortages
- Encouraging Maoist surrenders instead of prolonged conflict
His approach was not dramatic. It was methodical.
