Sonia Meena, the District Magistrate of Narmadapuram, Madhya Pradesh, and a 2013 batch IAS officer is turning the district into a hub of innovation and opportunity. Known for her pragmatic approach and people-first initiatives, she has recently launched two transformative projects that not only leverage the district’s unique strengths but also create sustainable livelihoods.
In an exclusive conversation with Indian Masterminds, she shared details about the same.
FROM FARM TO FABRIC
Narmadapuram’s agro-climatic conditions make it ideal for sericulture, and Ms. Meena has seized this opportunity to promote the cultivation of all four types of silk—Tussar, Eri, Muga, and Mulberry. Particularly notable is the expansion of Muga silk, often called “golden silk,” for which plants have been specially brought from Assam to increase plantation coverage.
Under the “Farm to Fabric” project, the district is making history by completing the entire silk production chain locally—from rearing silkworms and reeling thread to weaving fabric and designing sarees. This end-to-end approach is rare in India and is already gaining recognition.
“We’re not just producing silk; we’re creating a sustainable ecosystem where farmers, especially women, can be self-reliant and skilled in every stage of silk production,” says Ms. Meena.
A core focus of this project is the empowerment of women farmers. The district aims to create 200 “Lakhpati Didis” this year—women earning at least ₹1 lakh annually through sericulture. To ensure long-term sustainability, a Self-Producer Organization (SPO) is being established to give farmers control over production and marketing, reducing dependency on government support.
“The idea is to make farming profitable, dignified, and self-sufficient. By introducing sericulture as a viable livelihood, we’re opening up a new horizon for the community,” she shared with Indian Masterminds.
FROM CONFINEMENT TO CONTRIBUTION
In another groundbreaking initiative, Sonia Meena has turned her attention to the district’s 1,200 jail inmates, spread across three correctional facilities. Recognizing the potential for rehabilitation through skill-building, the district administration has introduced training programs in bamboo crafts, pickle and papad making, candle and diya production, vermicomposting, poultry farming, and even MS Office and financial literacy.
So far, over 600 inmates have been trained, with some already linked to government self-employment schemes.
“These skills aren’t just about productivity—they’re about giving inmates a second chance to rebuild their lives with dignity,” says Meena.
The impact goes beyond skill development. Discipline violations within the jails have significantly decreased, and inmates now have a productive outlet for their energy. A self-help group of women inmates has also been formed, focusing on economic activities like producing pickles, candles, and traditional diya lamps.
To further support this initiative, plans are underway to open an outlet that will sell products made by the inmates, helping them earn while serving their sentences.
“Rehabilitation isn’t just about punishment; it’s about equipping people with the tools they need to contribute positively to society,” Meena emphasizes.
BRIDGING VISION AND IMPACT
While managing the challenges of an agriculturally dominant district, including the timely distribution of seeds, fertilizers, and economic assistance to farmers, Ms. Meena is redefining development. Her vision blends economic empowerment with social inclusion, ensuring that Narmadapuram’s growth story benefits every section of society.
As these projects unfold, the district is fast becoming a model for holistic development, proving that transformative change can be rooted in both tradition and innovation.
“Development isn’t just about big projects; it’s about small, meaningful steps that touch lives in profound ways,” shares Ms. Meena.
